Bush sneaking North American super-state without oversight? Apparently a Mexico, Canada partnership is underway with no authorization from Congress to implement a trilateral agreement with Mexico and Canada. The groups, working under the North American Free Trade Association office in the Department of Commerce, are to implement the Security and Prosperity Partnership, or SPP, signed by President Bush, Mexican President Vicente Fox and then-Canadian Prime Minister Paul Martin in Waco, Texas, on March 23, 2005. This trilateral agreement, signed as a joint declaration not submitted to Congress for review, led to the creation of the SPP office within the Department of Commerce. ***WATCHMAN COMMENT... Archived from NEWS+VIEWS page J ULY 2,, 2008 ---------U.S. FEARS ISRAEL WILL ATTACK IRAN THIS YEAR Senior defense officials in Washington believe that Israel may attack Iran's nuclear facilities before the end of the year, ABC News reported on Tuesday. A top Pentagon official was quoted in the report as saying there is an ‘increasing likelihood’ that Israel will carry out an attack, leaving Washington concerned that Iran would strike both the United States and Israel in retaliation. According to the official, two ‘red lines’ would prompt an Israeli strike. The first trigger would be once enough highly enriched uranium is produced at Iran's Natanz nuclear facility to create a nuclear bomb, which U.S. and Israeli assessments predict to occur will the end of this year or next. ‘The red line is not when they get to that point, but before they get to that point,’ the official was quoted as saying. ‘We are in the window of vulnerability.’ The second trigger, according to the official, would be linked to Iran's acquisition of the SA-20 air defense system it is purchasing from Russia. The official said Israel may be likely to attack Iran before the system is put into place and Tehran's deterrence bolstered. Washington is also concerned that Israel may carry out an attack before the next U.S. president is sworn in, according to the report. The defense ministry said naval vessels would be sent to the Arctic Ocean, which is believed to be home to 25 percent of the world's untapped energy resources, as part of a Summer training zone. Gen Vladimir Shamanov, the head of the combat training directorate, stated that Russia had "highly trained military units" prepared for Arctic warfare. He revealed that Russia would expand its naval presence in the Atlantic and Pacific Oceans as part of a strategy to flex the country's growing military might on the world stage.

Movement Towards Regional Blocs As Australia Now Calls For Asia-Pacific Alignment Australian Prime Minister Kevin Rudd has suggested that Asia and Pacific countries, including the region's heavyweights such as China, India and Japan, form a regional bloc similar to the European Union. "The key thing is to enhance security and regional co-operation, which at present is fragmented," Rudd said in a radio interview on Wednesday, AFP has reported, after he presented the idea during an address to the Asia Society of Australasia. He argued that an "Asia-Pacific Community" could be founded by 2020 as a forum for tackling climate change and terrorism, as well as settling territorial conflicts, such as over Kashmir, the Taiwan Straits and the Korean peninsula. "Put simply, global economic and strategic weight is shifting to Asia," he said. Commenting on possible comparisons with the 27-strong European Union - which is set to enlarge further - Mr Rudd said that it does not serve as "an identical model of what we would seek to develop in the Asia-Pacific, but what we can learn from Europe is this: It is necessary to take the first step,".. His suggestions come shortly after a similar process of regional integration has resulted in the creation of the Union of South American Nations (UNASUR), set up by a founding treaty signed last month. The new supranational and intergovernmental body has combined two previously existing customs unions – Mercosur and the Andean Community – with 12 participating countries, including Argentina, Brazil, Venezuela, Bolivia, Peru and Chile. Its institutional structure directly copies the EU model, with UNASUR's headquarters to be located in Quito, Ecuador, a South American parliament seated in Cochabamba, Bolivia, and a 'Bank of the South' to be situated in Bogota, Colombia. Nearly three-quarters of those studied mainly stayed within a 20-mile-wide circle for half a year. The first-of-its-kind study by Northeastern University raises privacy and ethical questions for its monitoring methods. The scientists would not say where the study was done; only describing the location as an industrialized nation. The study was based on cell phone records and the individual phone numbers were not known because they were disguised into 26-digit-and-letter codes. That type of nonconsensual tracking would be illegal in the United States, according to Rob Kenny, a spokesman for the Federal Communications Commission. June 2, 2008 --------- The bear is back As recent reports make clear, Russia is now forcing its way back into the Middle East - and not necessarily in the most encouraging manner. By dangerously increasing its arms sales to the region, Moscow is seeking to restore prestige, bolster influence and - not least - to make money. The latest example came with reports that a high-level Syrian military delegation, led by Air Force commander Gen. Ahmad al-Ratyb, met last week in Moscow with Russian Defense Ministry officials to buy advanced weapons. These sales reportedly include S-300 advanced multi-target anti-aircraft-missile systems, long-range MiG 29SMT fighter jets, two Amur-1650 submarines, and Iskander high-precision short-range missiles. Such Russian behavior is nothing new. In the days of the Cold War, the Soviet Union served for decades as the major arms supplier to Syria, Iraq and Egypt. In the last several years, Russia has sold Syria AT-14 Kornet guided anti-tank missiles, which Hizbullah used against Israeli forces in the Second Lebanon War. Nor is Syria the only recipient of Russian arms. Moscow supplies the lion's share of Iran's conventional arms. Last year, Russia agreed to sell Iran $700 million worth of surface-to-air missile systems, and plans to upgrade Teheran's Su-24 and MiG-29 aircraft, and its T-72 battle tanks. Most troublingly, beginning in the mid-1990s, Russia built Iran's first nuclear reactor. Nor does misplaced Russian largesse extend only to states. Of equal concern, perhaps, was the Kremlin's 2006 invitation of a Hamas delegation, led by Khaled Mashaal, to Moscow. The inquiry’s conclusions gave the first independent credence to claims by Mikheil Saakashvili, Georgia’s president, that Russia was responsible for a series of aggressive acts that had brought the two ex-Soviet neighbors close to war. While Georgia has accused Russia of firing missiles into its territory in the past, UN observers in the country have concluded that there was not enough evidence to blame Moscow categorically. This time, however, the UN team’s conclusions were unequivocal: Radar records, witness testimony and video footage from the unmanned drone showed that it had been shot down by a Russian missile fired from a Russian fighter jet. Bush intends to attack Iran before the end of his term. It said that while the military option had not been taken off the table, the administration preferred to resolve concerns about Iran's push for a nuclear weapon "through peaceful diplomatic means." Army Radio had quoted a top official in Jerusalem claiming that a senior member in the entourage of President Bush, who visited Israel last week, had said in a closed meeting here that Bush and Vice President Dick Cheney were of the opinion that military action against Iran was called for. The official reportedly went on to say that, for the time being, "the hesitancy of Defense Secretary Robert Gates and Secretary of State Condoleezza Rice" was preventing the administration from deciding to launch such an attack on the Islamic Republic. The Army Radio report, which was quoted by The Jerusalem Post and resonated widely, stated that according to assessments in Israel, the recent turmoil in Lebanon, where Hizbullah has established de facto control of the country, was advancing an American attack. Bush, the official reportedly said, considered Hizbullah's show of strength evidence of Iranian President Mahmoud Ahmadinejad's growing influence. In Bush's view, the official said, "the disease must be treated - not its symptoms." However, the White House on Tuesday afternoon dismissed the story. In a statement, it said that "[the US] remain[s] opposed to Iran's ambitions to obtain a nuclear weapon. To that end, we are working to bring tough diplomatic and economic pressure on the Iranians to get them to change their behavior and to halt their uranium enrichment program." It went on: "As the president has said, no president of the United States should ever take options off the table, but our preference and our actions for dealing with this matter remain through peaceful diplomatic means. Nothing has changed in that regard." In an interview last week in the Oval Office, Bush told the Post that "Iran is an incredibly negative influence" and "the biggest long-term threat to peace in the Middle East," but that the US was "pushing back hard and will continue to do so." He noted that "Iran is involved in funding Hamas and Hizbullah, and it's that Iranian influence which I'm deeply concerned about. But there needs to be more than just the United States concerned about it." Bush said: "We take [seriously] this issue of [Iran] getting the technology, the know-how on how to develop a nuclear weapon." "All options are on the table," he said, but, "Of course you want to try to solve this problem diplomatically." Asked whether the Iranians would be deterred from their nuclear drive by the time he left office, Bush told the Post: "What definitely will be done [before I leave office will be the establishment of] a structure on how to deal with this, to try to resolve this diplomatically. In other words sanctions, pressures, financial pressures. You know, a history of pressure that will serve as a framework to make sure other countries are involved." Days later, in his address to the Knesset, Bush said that "the president of Iran dreams of returning the Middle East to the Middle Ages" and "America stands with you in firmly opposing Iran's nuclear weapons ambitions." "Permitting the world's leading sponsor of terror to possess the world's deadliest weapon would be an unforgivable betrayal of future generations. The images from Google Earth show different types of launch pads, command and control facilities, and missile deployment equipment at a large facility in downtown Delingha, said Hans Kristensen, a researcher with the Federation of American Scientists. "The US government often highlights China's deployment of new mobile missiles as a concern but keeps the details secret, so the discovery of the deployment area provides the first opportunity for the public to better understand how China operates its mobile ballistic missiles," he wrote. ****The find comes only two weeks after the discovery of a secret Chinese nuclear submarine base on Hainan Island in South China Sea, also using commercial satellite imagery and published by Jane's Intelligence Review. And once the info warriors are in, the Air Force wants them to keep tabs on their "adversaries' information infrastructure completely undetected." The government is growing increasingly interested in waging war online. The Air Force recently put together a "Cyberspace Command," with a charter to rule networks the way its fighter jets rule the skies. The Department of Homeland Security, Darpa, and other agencies are teaming up for a five-year, $30 billion "national cybersecurity initiative." That includes an electronic test range, where federally-funded hackers can test out the latest electronic attacks. "You used to need an army to wage a war," a recent Air Force commercial notes. "Now, all you need is an Internet connection." On Monday, the Air Force Research Laboratory introduced a two-year, $11 million effort to put together hardware and software tools for "Dominant Cyber Offensive Engagement." "Of interest are any and all techniques to enable user and/or root level access," a request for proposals notes, "to both fixed (PC) or mobile computing platforms... any and all operating systems, patch levels, applications and hardware." This isn't just some computer science study, mind you; "research efforts under this program are expected to result in complete functional capabilities." Unlike an Air Force colonel's proposal, to knock down enemy websites with military botnets, the Research Lab is encouraging a sneaky, "low and slow" approach. One source said the Americans were growing increasingly angry at the involvement of the Guards’ special-operations Quds force inside Iraq, training Shi’ite militias and smuggling weapons into the country. Despite a belligerent stance by Vice-President Dick Cheney, the administration has put plans for an attack on Iran’s nuclear facilities on the back burner since Robert Gates replaced Donald Rumsfeld as defense secretary in 2006, the sources said. However, US commanders are increasingly concerned by Iranian interference in Iraq and are determined that recent successes by joint Iraqi and US forces in the southern port city of Basra should not be reversed by the Quds Force. “If the situation in Basra goes back to what it was like before, America is likely to blame Iran and carry out a surgical strike on a militant training camp across the border in Khuzestan,” said one source, referring to a frontier province. They acknowledged Iran was unlikely to cease involvement in Iraq and that, however limited a US attack might be, the fighting could escalate ......................... Ahmadinejad - The Mahdi (hidden imam) is directing Iran Clerics have told President Mahmoud Ahmadinejad to stick to more worldly issues after he was quoted as saying the "hidden imam" of Shiite Islam was directing Iran. Ahmadinejad has always been a devotee of the Mahdi, the twelfth imam of Shiite Islam, who Shiites believe disappeared more than a thousand years ago and who will return one day to usher in a new era of peace and harmony. But in a speech to theology students broadcast by state television on Monday, Ahmadinejad went further than ever before in emphasizing his belief that the Mahdi is playing a critical role in Iran's day-to-day politics. "The Imam Mahdi is in charge of the world and we see his hand directing all the affairs of the country," he said in the speech, which appears to date from last month but has only now been broadcast. "We must solve Iran's internal problems as quickly as possible. Time is lacking. A movement has started for us to occupy ourselves with our global responsibilities, which are arriving with great speed." Doctors in the pay of federal government agencies including the Department of Homeland Security, the Centers for Disease Control and Prevention and the Department of Health and Human Services have concluded that the already ill, the weak, the severely injured and the elderly will have to "forgo" life. According to the report, which appears in the May edition of Chest, the medical journal of the American College of Chest Physicians, those who won't be treated will include: * People older than 85. * Those with severe trauma, which could include critical injuries from car crashes and shootings. * Severely burned patients older than 60. * Those with severe mental impairment, which could include advanced Alzheimer's disease. * Those with a severe chronic disease, such as advanced heart failure, lung disease or poorly controlled diabetes. Archived from NEWS+VIEWS page MAY 7, 2008 ---------GEORGIA SAYS 'VERY CLOSE' TO WAR WITH RUSSIA Georgia is ‘very close’ to a war with Russia, a Georgian minister said on Tuesday, citing Moscow's decision to send extra troops to the breakaway Georgian region of Abkhazia. ‘We literally have to avert war,’ Georgian State Minister for Issues of Reintegration Temur Iakobashvili told a news briefing during a trip to Brussels. Asked how close to such a war the situation was, he replied: ‘Very close, because we know Russians very well. ‘We know what the signals are when you see propaganda waged against Georgia. We see Russian troops entering our territories on the basis of false information,’ he said. Russia has said the troop build-up is needed to counter what it says are Georgian plans for an attack on breakaway Abkhazia and has accused Tbilisi of trying to suck the West into a war — both of which are allegations that ex-Soviet Georgia rejects. An extra Russian contingent began arriving in Abkhazia last week. Moscow has not said how many would be added but said the total would remain within the 3,000 limit allowed under a United Nations-brokered ceasefire agreement signed in 1994. Diplomats expect the reinforcement to be of the order of 1,200. In Moscow, the city’s chief Russian Orthodox priest gave a sermon last month on local television with the theme of Protestant heretics. “We deplore those who are led astray — those Baptists, evangelicals, Pentecostals and many others who cut Christ’s robes like bandits, who are like the soldiers who crucified Christ, who ripped apart Christ’s holy coat,” declared the priest, the Rev. Aleksei D. Zorin. Protestant churches are required by law to register with the government if they do anything other than pray in an apartment. It is a tribute to the Mahdi Army's successful adaptation of the model pioneered by Hezbollah in Lebanon. When survival needs of food, water, housing, electricity and protection are in short supply, and the state apparatus is unable or unwilling to come to the rescue of the population, radical non-state actors can exploit the vacuum and step in as provider of last resort. The quid pro quo here is that the militant outfit's benevolence earns political legitimacy from the poor who bear the brunt of war. In return for rebuilding homes, hospitals, schools and places of worship destroyed by the enemy, the outfit wins fanatical loyalty from its target constituency. Since militant armies rely on guerrilla-style warfare, their core strength lies in mass public approval and participation in their ranks. Popularity is the treasury of a guerrilla movement that sustains it in asymmetrical war against conventionally superior foes. It is arguably as crucial to a militant force as backing from foreign state sponsors. To be loved by the people on whose behalf an armed struggle is being waged is the dream of revolutionaries. It satisfies their psychological need for confirmation that the armed movement is indeed benefiting those they claim to be emancipating. Self-doubts can be costly for a guerrilla group, opening the door to defections, apostasy or factionalism. The government or foreign invading army against which the struggle is being waged can pounce on any signs of regret or introspection by militants and sow internal splits that can undo an outfit. Steady nurturing of mass popularity is an existential necessity for militant groups to remain cohesive and steadfast to their objectives. Mao Zedong, the classic exponent of people's war, highlighted another important function of cultivating popular support. In his apt metaphor, without the ‘ocean’ of mass sympathy, the ‘fish’ of the revolutionary army would die asphyxiated. However destitute and harassed, slum dwellers or landless laborers can shelter guerrillas on the run, offer local contacts and information, and even join them in battle as an auxiliary force. In effect, this sets up a symbiotic relationship between militants and their constituents. The former's humanitarian assistance becomes a lifeline for the poor, and the latter's affection becomes the shield for the guerrillas. In insurrection theory, the two-way-street leads to a merger of the party or rebel outfit and its people to the extent that the two become indistinguishable… The American invasion of Iraq in 2003 and the post-Saddam Hussein chaos created the perfect conditions of desperation in which the Jaish-al-Mahdi rose to astounding prominence. Although Muqtada's father, Mohammad Sadeq al-Sadr, was a venerable grand ayatollah during Saddam's dictatorship, it was not expected that the son would go on to become a kingmaker in Iraqi politics and a thorn in the flesh for the American occupation forces. A Bible-adherent Jewish group on Sunday ritually slaughtered a young lamb in what is called a "rehearsal" for the renewal of the Passover sacrifice once the Jerusalem temple is rebuilt. The Temple Movement won approval to carry out the practice sacrifice from Israel's High Court on Friday after animal rights groups asserted that the lamb would be put through inhumane suffering. In its legal response, the Temple Movement explained that the slaughter would be carried out according to biblical standards, which is the same method used to slaughter lambs at kosher slaughterhouses around the country. The sacrifice and accompanying religious ceremonies were performed at a prominent yeshiva overlooking Jerusalem's Temple Mount, which is still occupied by several Muslim shrines. OBAMA'S RED MENTOR PRAISES RED ARMY Barack Obama’s childhood mentor, Frank Marshall Davis, a member of the Moscow-controlled Communist Party USA, wrote a poem dedicated to the Soviet Red Army. “Smash on, victory-eating Red Army,” he declared. He also wrote poems attacking traditional Christianity and the work of Christian missionaries. The “Red Army” poem goes beyond hoping for the communists to beat the Nazis in World War II and hails the Soviet revolution. It says: “Show the marveling multitudes Americans, British, all your allied brothers How strong you are How great you are How your young tree of new unity Planted twenty-five years ago Bears today the golden fruit of victory!” One Davis poem, “Christ is a Dixie Nigger,” dismisses Christ as “another New White Hope” and declares: “Remember this, you wise guys Your tales about Jesus of Nazareth are no-go with me I’ve got a dozen Christs in Dixie all bloody and black…” The revelations about Davis’ poetry will add to the controversy over what kind of role Davis played in shaping Obama’s political views. Davis (1905-1987) seems to have had the same kind of anti-American outlook that animated Obama’s longtime pastor, Jeremiah Wright. In fact, Davis was pro-Soviet, not just anti-American. The controversial poems are included in the book, Black Moods, a collection edited by John Edgar Tidwell, a professor at the University of Kansas and expert on Davis’s writings and career. Russia to increase Strategic Bomber flights over world's oceans Russia is set to drastically increase its number of strategic bomber flights over the world's oceans to 20-30 a month, an Air Force official said. "We will be making 20 to 30 flights a month, not two or three, as was the case until recently," Col. Gen. Alexander Zelin said on Friday. He said during their patrol missions the Russian aircraft is accompanied by NATO F-15, F-16 and F-22 fighters. The military alliance's planes do not always comply with the international rules. "They behave tactlessly, to put it mildly - they approach too close (in breach of international regulations)," the commander said. Russia resumed strategic bomber patrol flights over the Pacific, Atlantic, and Arctic oceans last August, following an order signed by President Vladimir Putin. The move has been widely seen by the West as a sign of Russia's increasingly aggressive military stance. Russian bombers have since carried out over 70 strategic patrol flights. Coleman details a conspiracy of the world's elite against mankind Many people no longer believe that presidents, premier ministers and other "visible" officials rule their countries. Instead, they suspect that the real authority – one that is powerful, unwavering and secret –is concentrated in the hands of others. They have devised the so-called "International Conspiracy Theory," which tells how a handful of wealthy, highly positioned individuals rule the world. This group of decision-makers launches wars, invents deadly diseases and pumps the population full of narcotics, alcohol and pornography to get rid of the world's dead weight. Consequently, a population of 1 billion select individuals will someday remain. They will freely enjoy the blessings of nature – clean air, freshwater and natural food. It seems far fetched, but recently a British intelligence officer from M16 has asserted that this secret international organization does exist in his book, "The Conspirators Hierarchy: The Committee of Three Hundred." "During my career as an officer in British intelligence," Coleman writes, "I learned that there are powers that control the governments of many nations. I was shocked and decided to inform a world living in ignorance. This is the ‘Committee of Three Hundred,' an elite group that has ruled the world from 1897. Its backbone today is the world's 300 most influential people." As of 1921, the Council on Foreign Relations (CFR) has consisted of the most influential individuals in the U.S. and Western world, ranging from current and previous presidents to CIA officials. The CFR was established by the American banker J.P. Morgan, and controls the U.S. Federal Reserve system, New York Stock Exchange and leading mass media. In 1954, the Bilderberg Group held its original conference uniting the American and European elite. In 1973, a third influential structure came into being – the Trilateral Commission – consisting of representatives from the U.S., Europe and Japan.
