AUSTRALIA - They've been hit by A ONCE-IN-A-CENTURY FLOOD, but the southwest Queensland town of St George looks to have narrowly averted a potentially ruinous river level peak of 14 metres. The Balonne River crested at 13.39 metres at 6am (AEST) this morning and then began to recede slowly. The isolated community had been preparing for it to reach 14 metres last night, which would have inundated 80% of the town. But the level was subsequently downgraded to 13.5m - still THE HIGHEST LEVEL SINCE RECORDINGS BEGAN IN 1890. However, the threat of more rain persists with clear skies not expected to return until midweek. //////////////////////////////////////

College indicators show no sustained flu wave - Flu-like illness activity at US colleges decreased slightly last week, and although disease incidence was higher than it was between mid December and mid February, the American College Health Association sees no evidence of a third pandemic wave. The attack rate for the week ending Feb 26 was 3.3 cases per 10,000 students, down 20% from the previous week. Southeast and Gulf Coast schools showed slight increases in disease activity, with levels still lower than November's. Pandemic waning in China - The country's H1N1 pandemic has passed its peak. The proportion of H1N1 among all flu cases dropped from 36.6% in January to 11.1% in February. 793 Chinese have died of the illness, including 18 in February. Officials estimated that 30% of the population has immunity to the virus and said a major new wave of cases is unlikely in the near term, but added that localized outbreaks in crowded settings remain possible. //////////////////////////////////

Chile quake shortened our days - Chile's massive Feb. 27 earthquake may have shortened all of our days, according to NASA. The magnitude 8.8 quake should have shortened the length of an Earth day by about 1.26 microseconds (a microsecond is one millionth of a second). Furthermore, the quake should have moved the "figure axis" (about which Earth's mass is balanced; offset about 33 feet off the north-south axis) by 2.7 milliarcseconds (about 3 inches). The 2004 magnitude 9.1 Sumatran earthquake shortened the length of day by 6.8 microseconds, much more than the Chile quake did. But the Sumatran quake shifted Earth's axis by only 2.32 milliarcseconds (about 2.76 inches). ///////////////////////////////// COSTA RICA - The Irazú volcano sent a panic chill in the neighboring communities Monday night, as residents reported at least 9 tremors from the volcano during a 30 minute period. ///////////////////////////////// USA FLORIDA - High winds were causing hazardous beach conditions on Tuesday. H1N1 could develop drug-resistance patterns of seasonal flu - If pandemic H1N1 follows the same evolutionary pathway as seasonal H1N1 strains, it will likely develop the resistance to oseltamivir (Tamiflu) that has become widespread in seasonal strains. Reassortment between pandemic and seasonal strains in areas where they co-circulate, such as China, could speed the evolution of resistance, and antiviral use must be judicious. (pdf file) Ireland recorded almost 1,000 reactions to H1N1 vaccine - Most of the reactions were injection-site swelling, gastrointestinal problems, and flu-like symptoms. In its most recent update, the Irish Medicines Board said it has no mechanism for separating true adverse reactions from coincidental events. Allergy season - Sneezing, congestion, and runny noses from hay fever may be lasting longer because climate change may be extending pollen seasons. Pandemic H1N1 flu hasn't ebbed as much as anticipated in Alabama, according to public health officials there. Although frequency was higher in the fall than it is currently, cases are still occurring across the state, and there were three deaths in February, a pattern unlike previous flu epidemics. The state ran a large school immunization program earlier in the winter, but school absences in the state remain higher than the typical 5%. Pneumonia worse with H1N1 vs seasonal flu - Pandemic H1N1 flu virus has the intrinsic ability to cause more severe pneumonia than seasonal H1N1 flu This ability is a key measure of a flu virus's pandemic potential. ////////////////////////////////////

CHILE has begun to count the cost of its deadly 8.8 magnitude earthquake as nations around the Pacific eased their fears of a devastating tsunami. The quake, on Saturday morning, killed at least 708 people - 90% of them in their homes. It is feared the damage may cost tens of billions of dollars. About 1.5 million homes have been damaged and police patrols have been stepped up to deter looters. The death toll looks set to rise, following reports that about 350 people died in the town of Constitucion alone, both by the quake and the tsunami it set off. Around the city of Concepcion, whole villages have been flattened. Highways have been sliced in two and bridges have collapsed. In Santiago, the city's new buildings seemed to have survived more or less intact, but it's old buildings fell. The coastal town of Talcahuano, badly damaged by tsunami waves, is said to be the worst affected. The 8.8 quake is ONE OF THE BIGGEST EVER RECORDED and the LARGEST TO HIT CHILE IN 50 YEARS. //////////////////////////////// ARGENTINA - A 6.0-magnitude earthquake killed two people in Argentina just hours after the massive quake struck off Chile //////////////////////////////// YELLOWSTONE - The recent Yellowstone earthquake swarm was the second-largest ever. ////////////////////////////////

Global flu activity wanes, but hot spots persist - Though overall pandemic activity waned across the globe, some active areas were seen in parts of south and southeast Asia and in a few areas of eastern and southeastern Europe. Brunei Darussalam reported intensifying flu activity, and overall respiratory disease increased in some countries because of influenza B and respiratory syncytial virus activity. Low levels of influenza B and seasonal H3N2 flu circulated in parts of Africa and Asia. Death toll in Japan called amazingly small - Japan's National Institute of Infectious Diseases has estimated that 20 million people in Japan, mostly children, were infected with H1N1. But fewer than 200 people in Japan have died of the illness, "an amazingly low toll." Early diagnosis and treatment apparently helped limit deaths. But the health ministry was slow to prepare for the H1N1 vaccination campaign and used a flawed communication strategy. A laboratory at Hong Kong University detected a re-assortment made up of a swine influenza virus and the pandemic H1N1 virus in a sample obtained from a slaughterhouse pig as part of a surveillance program. It is the FIRST REPORTED re-assortment BETWEEN THE TWO TYPES OF VIRUSES. The virus was detected in a pig that was imported from the Chinese mainland. The agriculture department said in statement that the finding doesn't pose a public health risk or present any food-safety issues. The finding isn't unexpected, likely occurs worldwide, and was only detected in Hong Kong because of intensive surveillance. A spokesman for Hong Kong's Center for Health Protectio said that preliminary findings suggest the re-assortment is sensitive to oseltamivir (Tamiflu). So far the new virus has not turned up in surveillance of human flu specimens obtained from Hong Kong residents. In the United States, swine surveillance suffers from a lack of food-animal research money, experts have said. Currently, most swine surveillance is conducted by a few dedicated groups at Iowa State University, the University of Minnesota, and St Jude's Children's Research Hospital. ///////////////////////////////////

Artimisinin has been highly effective, particularly in places where resistance to other drugs has developed. But now some patients along Cambodia's border with Thailand are taking longer to respond to the treatment. //////////////////////////////////// WHO gains scientists' support for H1N1 response - Some have accused the World Health Organization of hyping novel H1N1 flu, but scientists are defending the agency. They pointed out that the WHO acted appropriately, given the uncertain nature of the virus. "This virus is not dead yet. It is on a trajectory, and we don't know where it is going to end up." H1N1 is still mutating. In the last pandemic, 70% of deaths occurred in a third wave. //////////////////////////////////// Some of the U.S.'s emergency departments are noting increases in flu-like illness cases that appear to be pandemic H1N1, and colleges are reporting the first increase in flu-like illness since the end of November, but it's not clear if these are early signs of a third pandemic flu wave. Seasonal flu usually starts in November and peaks in January and February. "To see something rising this late would be UNUSUAL." The pandemic H1N1 virus has not observed typical flu season patterns. Physicians are waiting to see if the pattern they're seeing is just a blip or if it turns out to be a real spike in pandemic H1N1 activity. //////////////////////////////////// Almost 30% of Americans now vaccinated - As of Feb 13, about 86 million Americans had received the pandemic vaccine, or about 29% of the population. USA NEVADA - Reno dug out from underneath a RECORD- SETTING SNOWSTORM this week after a RARE weather event Saturday evening and Sunday morning. The storm, which brought between 10 and 26 inches of snow to parts of the Truckee Meadows, set a record for the most snowfall in Reno for both Feb. 20 and 21. The snow fall broke records set in 1918 and 1980. The short storm also dropped the 22nd largest amount of snow of any storm to hit Reno in 115 years, a statistic made more impressive by the fact that the most recent snowfall occurred over a much shorter time than most that make that list. A moist cold front stopping over the Truckee Meadows caused the high levels of snowfall from the storm. Cold fronts usually continue over Reno without stopping, meaning higher snowfall levels in the Sierra Nevada mountains than on the valley floor. The RARE occurrence with this storm, though, resulted in snow levels of just about 2 inches in the mountains compared to 2 feet in Reno. ///////////////////////////////////

WHO to decide today whether to stand down from its 9-month-old phase 6 pandemic alert - By WHO protocol, any public announcement will be delayed until director-general Dr. Margaret Chan informs the 193 member states of the decision. Possibility of H1N1 third wave depends on many factors - Scientists on the alert for a possible third wave of H1N1 flu are evaluating the influence of many factors that could affect the virus's resurgence. They include how much of the population - particularly schoolchildren - is already immune, whether uninfected people are gathering in close quarters, and how much the virus is affected by winter temperatures and humidity. Even without a third wave, a variant of pandemic H1N1 is likely to circulate for years. CDC will reduce H1N1 vaccine stockpiles - Over the next 2 months, the U.S. Centers for Disease Control and Prevention plans to reduce by half the amount of H1N1 vaccine it has pre-positioned in distribution depots around the country managed by McKesson Corp. The CDC has maintained 30 million doses at the sites. The agency said the main strategy will be not replacing 3 million doses that have been recalled, along with 15.3 million doses that are reaching their expiration dates between March and June. Hong Kong probes possible flu-shot reactions - Hong Kong's Center for Health Protection is studying illnesses in several residents that arose after they received the H1N1 influenza vaccine. The cases include a 34-year-old man who experienced double vision, a 28-year-old pregnant woman whose fetus died, and paralysis in a 75-year-old woman and an 80-year-old man. The government was careful to say there are cases of paralysis and stillbirth in the territory every year. ///////////////////////////////////

Series of earthquakes swarm California Earthquakes continue to swarm the Inland Empire, with a series of quakes continuing to rattle the Riverside area, eastern Los Angeles and northern Orange counties. A 2.4 aftershock hit four miles south of Redlands today at 9:05 a.m., followed by a 2.3 aftershock at 10:07, according to automated seismographs operated by the USGS and local universities. A cluster of three aftershocks in the 3.4 range hit the same place at about 11:55 a.m. Friday. The shaking activity is all epicentered about 5 miles below the surface of the earth along the San Jacinto Fault, which splits from the San Andreas Fault near Wrightwood, and runs southeast down Lytle Creek, under the interchange of interstates 10 and 215, and southeast through Redlands to Hemet and beyond.A 4.1 main shake last Saturday apparently was the first indication of this episode on the San Jacinto Fault, which is a branch of the bigger San Andreas fault that runs through the Cajon and San Gorgonio passes. A major quake is possible on the San Jacinto, seismologists have warned, and it could cause major destruction across the region. The 4.1 main quake was widely felt across California, including in Los Angeles, San Diego and Palm Springs, according to reports filed with the USGS. ....................................... Swarm of 18 earthquakes shakes Redlands California A series of 18 earthquakes shook Friday near Redlands, but there were no immediate reports of damage, according to the U.S. Geological Survey. "Most of them were small, so they wouldn't have been felt," said Paul Caruso, a geophysicist with the agency's National Earthquake Information Center. Most of the tremors registered around a magnitude 2.0, but four were larger than a magnitude 3.0, Caruso said. One of the stronger tremors, a magnitude 3.4, was recorded at 11:53 a.m. and was felt in Loma Linda, Caruso said. It was rapidly followed by other tremors, at least one exceeding magnitude 3.0. //////////////////////////////////// Earthquake rattles western Denmark An official says an earthquake measuring 4.7 on the Richter scale has shaken Denmark's west coast, but no one was injured. Police spokesman Kjeld Nedergaard says the quake rattled homes and buildings as it shook the west coast of Jutland late Friday. The European-Mediterranean Seismological Center says the quake had its epicenter in the North Sea, around 90 miles (143 kilometers) west of the northern Danish city of Aalborg. //////////////////////////////////// Earthquake shakes Vancouver Island Natural Resources Canada reports that a 3.3 magnitude earthquake occurred at 2:05 a.m. this morning, 17 kilometers southeast of Victoria, between Juan de Fuca and Haro straits. This February has become the most snowy month in 40 years, with snow cover almost 1.5 times higher than longstanding average figures. In total 392,000 cubic meters of snow was taken out of the city to melting stations on Saturday ///////////////////////////////// THE UNITED KINGDOM is facing ITS WORST WINTER SINCE 1979 due in part to the El Nino phenomenon warming the Pacific Ocean's tropical waters, experts say. Harsh winter weather has left parts of England and Wales facing heavy snowfall and icy roads, with additional snowfall expected to hit certain regions early next week. El Nino has been blamed in part for such inclement weather as the climate pattern reportedly has shifted warm air patterns, bringing warmer temperatures to Alaska and parts of Canada. Such weather shifts are part of an overall upheaval of weather patterns worldwide blamed on El Nino. The UNUSUAL WEATHER PATTERNS include wet and mild air from the Atlantic Ocean colliding with colder temperatures above parts of northern Britain. While the United Kingdom as a whole is facing its worst winter in decades, the Meteorological Office estimates the winter could be AMONG THE DRIEST ON RECORD thanks to significant decreases in the average winter rainfall. ///////////////////////////////// U.S. - The months of January and February are going to go down in the record books as TWO OF THE COLDER MONTHS THEY'VE EVER EXPERIENCED IN SOUTHWEST FLORIDA, and it's an even more amazing fact when the statistics for the two months are "bundled" together. For January, they eeked out an average low of 49 when normal is 55. Values for Naples were almost identical for the month. February's normal high (to date) is around 76 degrees. So far, the average high for February 2010 has been only 68 degrees. The normal low is 55 degrees, and they've managed an average of just 49 this month so far. In fact, they are looking at what is called a "cross-polar" flow, meaning the jet stream that normally encircles the North Pole (extending down into the U.S. at times) will greatly buckle north into the far polar regions. So much so that the air that will come flying down into the eastern U.S. will be fresh new Arctic air. You might say, "a bit Siberian." So, much of the eastern U.S. will experience another outbreak of cold, though perhaps tempered somewhat by higher sun angles as we move toward the first of March. /////////////////////////////////

In a semiannual update on AVIAN influenza activity, the World Health Organization has recommended that health authorities begin developing a candidate vaccine virus for the most recently recovered isolates of avian flu strain H9N2. That subtype, which is endemic in poultry in parts of Asia and the Middle East, caused two unrelated human infections in Hong Kong in late 2009. The patients, who were mildly ill and recovered, were a 47-year-old woman and a 35-month-old child who were not related; both had traveled to mainland China. The WHO also reported that strains of H5N1 avian flu belonging to at least five different viral clades have caused poultry outbreaks since September 2009, but the agency did not recommend that any additional H5N1 candidate vaccine viruses be developed. Influenza B activity up in China, Hong Kong - The World Health Organization said though pandemic activity hasn't changed much, influenza B now accounts for 82% of flu virus detections in China and nearly 35% in Hong Kong. Several countries in West Africa are reporting increasing pandemic flu cases, but the WHO said the uptick doesn't yet appear to reflect widespread transmission. Some countries, such as Thailand and Jamaica, are reporting increases in respiratory diseases, though the WHO said some may be other diseases. Red pepper cited as Salmonella-linked recall expands - The sausage company at the center of a widespread Salmonella outbreak has recalled another 115,000 pounds of products, this time citing red pepper instead of black pepper as the possible source of contamination. "The red pepper used on the product came from the same supplier that provided Daniele with black pepper that also tested positive for Salmonella." On the basis of preliminary testing, "the company believes crushed red pepper may be a possible source of Salmonella contamination." Among 168 patients with available information, 43 (26%) were hospitalized, but there have been no deaths. The outbreak began last July. The bacteria that causes whooping cough in Australia has mutated, scientists have warned, eroding the protection provided by the vaccine now given to children. Researchers have identified significant changes in the two most common strains of the Bordetella pertussis bacteria, which they also traced back to events in the late 1990s. Australian children were given a broad-acting "whole cell" vaccination against whooping cough up to 1997, but this was phased out over two years and replaced with a more targeted version. Concerns over potential side-effects were behind the change over to a vaccine with a narrower scope, but this now appears to have contributed to the promotion of resistant strains. The discovery comes amid an increase in whooping cough cases in Australia, with several significant outbreaks seen last year in western Sydney. Although acute myocarditis as a complication of a viral infection is fairly rare, physicians from a San Diego children's hospital described four cases that occurred in a 30-day period in children who had pandemic H1N1 infections. The higher death rate in children amounts to about 77 additional deaths in that age-group. The researchers called their estimates "conservative." ///////////////////////////////

Although pandemic flu has declined in most of the Northern Hemisphere, transmission remains active in some regions of North Africa, eastern and southeastern Europe, and South and East Asia. Global H1N1 deaths now total at least 14,711. Novel H1N1 remains dominant in most nations, but in China 49% of flu isolates are the seasonal B strain. Other countries are detecting some seasonal flu, too. Vaccine from 1918, 1976 strains may fend off novel H1N1 - In an experiment to learn more about pre-existing immunity, researchers found that mice vaccinated with 1918-like and classical (from 1976) swine flu vaccines had complete protection against pandemic H1N1. In contrast, vaccines based on more recent seasonal H1N1 strains afforded only partial protection. The authors say their findings underscore the importance of having people under age 35 receive the pandemic vaccine. ////////////////////////////////

Novartis profits rise as it issues warning to nations - Swiss pharmaceutical company Novartis announced an 8% increase in profits from 2008 to 2009, driven largely by sales of H1N1 vaccine. But during the announcement, the outgoing CEO WARNED THAT THE COMPANY COULD RETALIATE AGAINST GOVERNMENTS now trying to cancel flu-shot contracts. Countries reneging on payment for vaccines that have already been delivered will not receive a priority response during the next pandemic, he said. The United States has made little progress in the past year in improving its ability to blunt the impact of a biological weapons attack, says a new report from the commission Congress established to assess the nation's efforts to prevent and respond to terrorism. The Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism gives the government an "F" for a lack of effort to improve the nation's capability to respond to biological attacks quickly enough to prevent mass casualties. The government gets better grades for some other activities related to bioterrorism preparedness, but the report says the weakness in rapid response capability is "the most significant failure". In its earlier report, the commission predicted that weapons of mass destruction would be used in a terrorist attack somewhere in the world by the end of 2013 and that the weapon used is more likely to be biological than nuclear. The group says the Obama administration has shown much greater urgency in dealing with the threat of nuclear terrorism than in coping with biological threats. The cost of developing medical countermeasures needed to meet the threats identified by the Department of Homeland Security is estimated at $3.4 billion a year for the next 5 years, but the appropriation for fiscal year 2010 is less than a tenth of that. Each of the last three presidential administrations has been slow to recognize and respond to the bioterrorism threat. But it says the danger "has grown to the point that we no longer have the luxury of a slow learning curve." The panel asserts that the delayed response to the H1N1 influenza pandemic illustrates the preparedness gap. "Currently our government cannot determine how many people have contracted a disease even during a pandemic such as H1N1, which was foreseen for many months."

Pepper, one of the most commonly used spices, could be the cause of the 1.24 million-pound salami recall, some food safety experts say. The one thing all the recalled products have in common is that they were rolled in pepper, or packaged with a product that was. Uncooked pepper has been known to carry salmonella. "Frankly, if you're using pepper and you're not doing some sort of sterilization process on it, you're rolling the dice." Last April, at least 42 people were sickened with salmonella linked to pepper.

Johnson & Johnson issued a MASSIVE RECALL Friday of over-the-counter drugs including Tylenol, Motrin and St. Joseph's aspirin because of a moldy smell that has made people sick. The smell is caused by small amounts of a chemical associated with the treatment of wooden pallets. It was the second such recall in less than a month because of the smell, which regulators said was first reported to McNeil in 2008. Federal regulators criticized the company, saying it didn't respond to the complaints quickly enough, wasn't thorough in how it handled the problem and didn't inform the Food and Drug Administration quickly. The recall includes some batches of regular and extra-strength Tylenol, children's Tylenol, eight-hour Tylenol, Tylenol arthritis, Tylenol PM, children's Motrin, Motrin IB, Benadryl, Rolaids, Simply Sleep, and St. Joseph's aspirin. ////////////////////////////////// About one in five Americans has been vaccinated against swine flu, according to the government's first detailed estimates of vaccination rates against the pandemic. An estimated 61 million people -- or about 20 percent of the population -- got a shot or nasal spray vaccination against the H1N1 virus since the vaccine became available in the fall. The Centers for Disease Control and Prevention said the numbers are good, considering that it was a hurried campaign against a novel flu virus using a vaccine that did not become available to the public until early October, and then, only in limited supplies. An estimated 55 million became ill from swine flu from the time it was first identified in April through mid-December. About 246,000 Americans were hospitalized and 11,160 died. Swine flu infections have been waning since late October, and no states were reporting widespread cases as of last week. ////////////////////////////////// A review of data from 10 states shows up to 80% of children under age 10 who were immunized against pandemic flu are overdue for their second dose. Officials have said children ages 6 months to 10 years need a second dose to be fully protected. States said they worry that declining flu activity may dampen the public's interest in the vaccine. Experts have said a booster is still effective, even when given later than the suggested 4 weeks after the first dose. ////////////////////////////////// Though the pandemic H1N1 virus is still the dominant flu strain, China has found influenza B in 12.6% of specimens. Some countries are sporadically detecting seasonal H1N1 and H3N2 viruses. Regions reporting the most intense pandemic flu activity are North Africa, South Asia, and east and southeastern Europe. The most affected North African countries are Morocco, Algeria, and Egypt. Flu activity also increased in western India. ////////////////////////////////// Australia braces for possible back-to-school wave - it is likely swine flu will strike the country again, possibly as a second wave after school resumes in a couple weeks and as people return from overseas holiday travel. "We're expecting to reimport the virus and to see people getting sick again." Officials are encouraging vaccination. The company is initiating this recall following an investigation of consumer reports of an unusual moldy, musty, or mildew-like odor that, in a small number of cases, was associated with temporary and non-serious gastrointestinal events. Tylenol, Motrin, Benadryl, St. Joseph Aspirin, Rolaids Recall Because of a sickening smell in some containers, 54 million packages of 27 different over-the-counter remedies now are being recalled. Products include various types of child and/or adult Tylenol, Motrin, Benadryl, St. Joseph Aspirin, Rolaids, and Simply Sleep. This adds to the 6 million packages of Tylenol recalled late last year, bringing the total number of recalled products to 60 million. A musty, moldy odor coming from the products has sickened at least 70 people with nausea, stomach pain, vomiting, and diarrhea. The symptoms go away by themselves and no one has been seriously injured. The FDA says Johnson & Johnson's McNeil Consumer Health Care knew of the problem for more than a year. When the company did act in November and December 2008, it did too little too late, said Deborah M. Autor, director of the FDA's Office of Compliance. Freezing Temperatures Stop Fieldwork In Florida, Winter Wheat Development Slows An arctic cold front delivered cooler than normal temperatures to much of the country late in the week. Recordings in Florida dipped to as many as 20 degrees below normal. Elsewhere, temperatures in parts of New England reached as many as 15 degrees above normal. While much of the southern half of the country received below average precipitation, many areas in the Pacific Northwest, northern Rocky Mountains, and northern Great Plains experienced total accumulations of 150 percent or more above normal. In Florida, freezing temperatures in the Panhandle brought fieldwork to a near standstill, although some producers were able to seed clover acreage where conditions allowed. Nursery growers were running irrigation to help minimize the effects of freezing temperatures, but significant damage occurred in the fern crop in the central Peninsula. Young sugarcane acreage in the southern Peninsula was burned back, while the tops in the older crop were frozen. Growers rushed harvest in some fields to help minimize the amount of sucrose loss. Several nights of sub-freezing temperatures caused extensive damage to many vegetable crops, with some reported as a total loss. /////////////////////////////////

Aid group says flu spreading in North Korea - H1N1 flu is continuing to spread in Pyongyang, prompting the closure of day care centers and kindergartens. Some children have died and severe winter weather has worsened the situation. Flu medications sent from South Korea have been used mainly in Pyongyang, with little reaching the provinces, where the virus is also spreading. The 'false' pandemic: Drug firms cashed in on scare over swine flu, claims Euro health chief. The swine flu outbreak was a 'false pandemic' driven by drug companies that stood to make billions of pounds from a worldwide scare, a leading health expert has claimed. Wolfgang Wodarg, head of health at the Council of Europe, accused the makers of flu drugs and vaccines of influencing the World Health Organization's decision to declare a pandemic. This led to the pharmaceutical firms ensuring 'enormous gains', while countries, including the UK, 'squandered' their meager health budgets, with millions being vaccinated against a relatively mild disease. A resolution proposed by Dr Wodarg calling for an investigation into the role of drug firms has been passed by the Council of Europe, the Strasbourg-based 'senate' responsible for the European Court of Human Rights. The UK Department of Health warned of 65,000 deaths, set up a special advice line and website, suspended normal rules so anti-flu drugs could be given out without prescription and told health and local authorities to prepare for a major pandemic. Planners were told to get morgues ready for the sheer scale of deaths and there were warnings that the Army could be called in to prevent riots as people fought to obtain drugs. But with fewer than 5,000 in England catching the disease last week and just 251 deaths overall, Dr Wodarg has branded the H1N1 outbreak as 'ONE OF THE GREATEST MEDICAL SCANDALS OF THE CENTURY'. 'We have had a mild flu - and a false pandemic.' The seeds of the scare were sown five years ago, when it was feared the much more lethal bird flu virus would mutate into a human form. The 'atmosphere of panic' led to governments stockpiling the anti-flu drug Tamiflu and putting in place 'sleeping contracts' for millions of doses of vaccine The governments have sealed contracts with vaccine producers where they secure orders in advance and take upon themselves almost all the responsibility. In this way the producers of vaccines are sure of enormous gains without having any financial risks. So they just wait, until WHO says "pandemic" and activate the contracts.' He also claims that to further push their interests, leading drug companies placed 'their people' in the 'cogs' of the WHO and other influential organizations. He added that their influence could have led the WHO to soften its definition of a pandemic - leading to the declaration of a worldwide outbreak last June. 'In order to promote their patented drugs and vaccines against flu, pharmaceutical companies have influenced scientists and official agencies, responsible for public health standards, to alarm governments worldwide. They have made them squander tight healthcare resources for inefficient vaccine strategies and needlessly exposed millions of healthy people to the risk of unknown side-effects of insufficiently tested vaccines.' The Department of Health says that although the disease appears to be on the wane, it cannot rule out a third surge and urges all those entitled to the jab to have it. European group to air H1N1 vaccine controversy - Later this month the Council of Europe will debate the charges raised by one of its health officials that vaccine makers manipulated governments to buy stockpiles of pandemic vaccine. Weak demand for the vaccine amid waning flu activity and the need for just one dose have left many countries with surpluses. However, some experts warn another wave of infections could sweep the globe, with more months remaining in the Northern Hemisphere's flu season. Soda fountain contamination - An analysis of beverages dispensed from fast-food soda fountains (sugar sodas, diet sodas, and water) found that 48% of the samples contained coliform bacteria, with 20% exceeding the safety level set for drinking water There was no difference in contamination levels found between self-serve and staff-serve soda fountains. To avoid gastrointestinal illnesses, they recommended increasing surveillance of the machines and developing rules for periodic maintenance and disinfection.

China logs end-of-year flu increase - All but 6 of China's 659 deaths from H1N1 flu were recorded in the last 2 months of 2009, raising the possibility that the disease is on the upswing. China Daily said fears are growing of uncontained spread of flu in China's vast interior, with government efforts focusing on getting equipment and resources to rural provinces in advance of the mass exodus to the countryside to celebrate Lunar New Year next month. The emergence and wide spread of a new clone of methicillin-resistant Staphylococcus aureus (MRSA) in food animals is a worrisome development that should be watched closely, one of the strain's lead researchers has warned. The strain's presence in meat after slaughter - it has been found in beef, lamb, and chicken and other birds in addition to pork - raises uncertainties over the degree of its movement into the food chain. The new strain, which was first noted in French livestock in 2005, is widely distributed. It was successively found in the Netherlands in pigs, in agricultural workers and their families, and in unrelated healthcare workers and hospital patients - and then in a variety of livestock species, and in retail meat, in Europe, Canada, and the United States. ST398 appears to be less virulent and less transmissible than the community-associated strains of MRSA common in the United States. "The impact of ST398 on [human] public health may be limited. but close monitoring of its evolution over time will be required." The chief concern is the possibility that people preparing MRSA-contaminated meat for cooking will become colonized with the organism on their skin or mucous membranes, moving it into a broad new ecological niche and positioning it as a possible cause of further human infections. Because the novel strain has spread so widely and has already been identified as a cause of hospital outbreaks, it should not be allowed to spread further without surveillance

The earthquakes have continued, becoming larger in size but less frequent. This activity is similar to that seen in the spring when the volcano was erupting. HEAVY SNOW / EXTREME COLD U.S. - A blocking pattern is centered over Greenland. The computer models are showing a RARE vast negative NAO and AO signal [AO (Arctic Oscillation) NAO (North Atlantic Oscillation)] that favors strong high pressure in central and eastern Canada, against a developing storm along the coastline of the Carolinas on January 1. There is still a threat for a heavy ice and snow event accompanied by significant winds and coastal flooding. Various ensemble packages are very aggressive on a major winter storm affecting Appalachia and the East Coast in the December 31 - January 3 time frame, followed by an intrusion of Arctic air which could send shivers to all in the U.S. living to the right of the Rocky Mountains. While the final tally on this cold season has yet to be written down, the pattern is setting up to be THE CHILLIEST IN RECENT MEMORY for many parts of the U.S. The AO is out of whack right now (and for the rest of this month.) Temperatures anomalies across the Arctic are way above normal, while they are way below normal across much of Southern Canada and the US. The lows this month could herald a record-breaking January-February. The city has already had its COLDEST CHRISTMAS THIS DECADE and the coldest December 31 of the Noughties looks a certainty. “The coldest New Year’s Eve this decade was in 2007, at 11.4 degrees Celsius. The city has already reached that mark with four days to go." This cold spell should be the last of the numerous weather anomalies that have characterized Calcutta’s weather in 2009. “The city has seen a premature monsoon dragged in by Cyclone Aila, heat waves in April, May and June, RECORD-SHATTERING warm phases in August and November, an early winter and a warm spell in mid December. This UNUSUALLY CHILLY phase (since December 22) must be the first weather anomaly that is being greeted by smiles in Calcutta.” The swift and steady drop in temperature has been powered by the dip in humidity levels and the unhindered passage of the northwesterly and the western disturbances. /////////////////////////////////// HEALTH THREATS Sunday

Flu and pneumonia mortality dipped below the epidemic threshold for the first time in several weeks, and outpatient visits for flu like illness dropped to the national baseline. Nine pediatric flu deaths were reported, the same as the previous week. Flu H1N1 virus activity is still declining in Europe, except in the southeast. Deaths are increasing in Central and Eastern Europe. The report for the week ending Dec 20 comments on the D222G/D222N virus mutations, which have been seen in some severe cases. (pdf file) FDA licenses high-dose flu vaccine for elderly - The US Food and Drug Administration has approved a high-dose seasonal influenza vaccine for elderly people, whose aging immune systems may not respond effectively to flu vaccines intended for younger people. The vaccine, Fluzone High-Dose, made by Sanofi Pasteur, contains four times as much antigen (active ingredient) as standard seasonal flu vaccines. The vaccine is intended for people aged 65 years and older and will be available in time for the 2010-11 flu season. In a large phase 3 trial conducted during the 2006-07 flu season, the vaccine induced significantly stronger immune responses than standard-dose vaccine did. Non-serious side effects were more common with the high-dose vaccine, but the overall safety profile was similar to that of the standard vaccine, the company said. The study did not assess actual protection from flu. Researchers estimate that elderly people account for about 90% of the deaths related to seasonal flu each year. Each dose of Fluzone High-Dose will contain 180 micrograms (mcg) of antigen - 60 mcg for each of the three flu strains normally targeted in seasonal vaccines. Standard seasonal flu vaccines contain 15 mcg for each strain, for a total of 45 mcg. The FDA used its "accelerated approval pathway" to review the vaccine. Disinfectants can effectively train bacteria to become resistant to antibiotics - Disinfectants commonly used in home and medical facilities can boost the resistance of some bacteria to life-saving antibiotics, according to a study. P. aeruginosa, responsible for one-in-10 hospital-acquired infections, is a so-called "opportunistic" bacteria that attacks people with weakened immune systems. In laboratory experiments, researchers showed that the bug can rapidly mutate, building resistance to progressively higher doses of a disinfectant known as BSK, or benzalkonium chloride. Safe for humans, BSK is widely-used in cleaning and disinfecting products to kill bacteria, fungi and algae. The DNA-altered bacteria were able withstand concentrations of BSK up to 400 TIMES greater than the non-mutated strain. More critically, they also developed a resistance to an antibiotic, ciprofloxacin, even though they had never been exposed to the drug. Ciprofloxacin is a front-line medication in the fight against several bacterial infections and is also the drug of last-resort against the deadly disease anthrax. "This is very, very worrying. We found that in both cases - for the disinfectant and the antibiotic - the (mutated) bacteria was taking them in but expelling them just as quickly. It would be like trying to pump air into a bicycle tire with a huge hole in it." This does not mean that disinfectants should not be used at all. "The message is to use them properly - don't water them down to concentrations where they are no longer effective." ///////////////////////////////

Flu activity still up in some areas - Pandemic activity seems to have peaked in most of the Northern Hemisphere, except for areas that were affected later, such as Eastern Europe and parts of Asia. Increases are being reported from South Asian countries such as India, Nepal, and Sri Lanka. Elsewhere, Barbados and Ecuador are noting spikes in respiratory illnesses. In Europe, the pandemic virus is predominant, but low levels of the three seasonal subtypes are circulating. H1N1 has multitude of competitors - Samples from patients with respiratory disease sent to a lab company show that H1N1 is far from the only virus circulating in the United States this flu season and that OTHER FLU-LIKE VIRUSES ARE MORE COMMON THAN USUAL. Only 6% of specimens they tested were positive for influenza A. The most common virus found was rhinovirus, with metapneumovirus, respiratory syncytial virus, parainfluenza virus, and adenovirus also figuring in. Deaths don't tell whole story of severity - The World Health Organization addressed the difficulty of assessing the severity of the H1N1 pandemic by comparing H1N1 fatality counts with seasonal flu counts. Such comparisons can be misleading because death tolls from seasonal flu are estimates, whereas death numbers for the pandemic usually represent confirmed fatal cases. Such comparisons can also mislead because H1N1 has a greater impact on young people than seasonal flu does. Potential pandemic legacy: easier future flu seasons - The vast, rapid spread of the H1N1 flu virus could produce unexpected benefits if it displaces current seasonal flu strains. If the novel H1N1, an influenza A strain, replaced either or both of the current seasonal A strains, H3N2 and an older H1N1, that could lead to lesser mortality, less resistance to antiviral drugs, fewer nursing-home outbreaks, and vaccines with fewer components. H1N1 immunizations cost effective - Canadian researchers found Ontario's pandemic H1N1 vaccination campaign likely to be highly cost effective, consistent with seasonal flu vaccination. The $118 million campaign, reaching 30% of the population, could reduce cases by 50%, prevent 35 deaths, and cut treatment cost by half they said. They concluded that the program provides good value during times of scarce resources. This announcement comes just a few days after health officials warned that flu activity could rise during the upcoming Lunar New Year holiday, when millions of people travel and return home. Last week the health ministry said it would step up vaccination efforts to add to the 34 million in China that have already been vaccinated. After a slight increase in flu activity after students returned from Thanksgiving break, the number of cases dropped again on U.S. college campuses, reflecting a decline seen across the nation. The National Weather Service measured 6.71 inches of total rainfall for Monday and Tuesday. Beginning at midnight on Monday 3.93 inches fell, followed by an additional 2.78 inches on Tuesday. The heavy amount of rain was caused by a stalled front over the region, resulting in extensive flooding in some low-lying areas. SWINE FLU BREAKING NEWS A report from the United Kingdom's Health Protection Agency estimated that only one in five people who were diagnosed with H1N1 through the country's pandemic flu hotline actually had the virus. The HPA based its estimate on swab samples from people who had used the hotline. A taxpayer group said the flu line wasted antivirals and hurt the economy by causing people to stay home unnecessarily. The 2009 H1N1 virus used a new strategy to jump to humans, say researchers at the University of California, Berkeley. Previous flu strains that crossed from birds into people (the H1N1 virus came from pigs but contains bird and human elements) had a specific mutation in the polymerase gene that allowed the protein to operate in human cells. H1N1 lacks that mutation, but it has a second mutation that seems to stop human cells from blocking polymerase activity.

The South Korean President offered to send H1N1 vaccine to North Korea amid reports that the novel flu has killed dozens and is spreading fast in that nation. Pandemic H1N1 reportedly has killed about 40 people in Sinuiju, near China, and 7 in the capital, Pyongyang. North Korea has yet to confirm any H1N1 outbreak. South Korea is studying ways to send the vaccine without conditions. Shortages of H1N1 vaccine in developing nations may pose a global security risk if the pandemic worsens. "Globally I think we're not probably as prepared as we need to be in more equitable access to vaccines." High mortality could lead to "extreme destabilization of global security." About 200 million vaccine doses have been donated to the WHO for use in 95 poorer nations. Wary Europeans slow to get vaccinated - Concerns over vaccine safety and low death rates from pandemic H1N1 flu apparently are keeping European vaccination rates low. Several nations have vaccination rates under 10%, compared with 20% in Europe in a typical flu season. Scandinavia, however, is reporting rates from 19% to 33%. Public concerns that the H1N1 vaccine may cause adverse effects have kept some Europeans from being vaccinated, which means Europe may have more doses to donate to other nations. Germany has excess vaccine to sell - states have asked the federal government to sell 2.2 million doses of H1N1 vaccine to other nations. Another possibility would be to donate the vaccine, which is available because of low demand. The country has ordered 20 million doses to arrive by the end of December and 50 million by the end of March. So far about 4 million Germans, or 5% of the population, have received the vaccine. //////////////////////////////

The source is urinary excretion from people taking Tamiflu (oseltamivir phosphate). Researchers are quite concerned that birds exposed to these waterborne residues could develop and spread drug-resistant strains of seasonal and avian flu. Making matters worse, previous studies have confirmed that water treatment removes zero percent of this drug. U.S. policy is more conservative than Japan’s when it comes to Tamiflu use. There is no safety data or precedent for receiving 3-4 flu shots in one season. The current recommendations by doctors and health officials are UNPRECEDENTED, and highly experimental. Some people, including children under the age of 10, are urged to get as many as four flu shots this year: two shots for seasonal flu and one or two more for swine flu, depending on a few different factors. Never before have this many flu shots been given in a single season. Choose one??: Crisis just beginning? - In the Ukraine, a strain of the flu has infected 1.4 million people. The death toll is at 315 people as of November 16. The World Bank Database gives the estimated population for the Ukraine as a little over 46 million. While the percentages do not appear high, the reported symptoms and contagion patterns of this flu are of concern to some doctors. "We don't believe it's H1N1 swine flu. Neither do we know what kind of pneumonia it is." Doctors are likening this strain of the flu to the Spanish flu, which included internal hemorrhage and edema in the lungs. Samples of the Ukraine flu virus were provided to a British lab, for testing to conclusively subtype the virus. Learning whether the virus is a mutated form of the H1N1 swine flu, or an entirely new type of flu virus, will help health officials and members of the public take necessary measures for protection from this deadly disease. [A similar but even more alarming article is at this link.] Crisis over and overblown? The World Health Organization announced Friday that the swine flu illnesses and deaths so far in Ukraine - 265 fatalities nationwide, with 87 in the Lviv region - were statistically no worse than those in other countries. Early findings are that serious cases mounted because the sick avoided hospitalization until their illness was dangerously advanced, stockpiles of Tamiflu were locked in centralized locations and the supply of ventilators fell short. With the worst of the health care crisis here past, many in Ukraine’s western provinces are trying to puzzle out what led to it. Doctors blame the news media and politicians for spreading fear and misinformation. Ukrainians rely heavily on home remedies, and that is what they did for the third and fourth weeks of October, resorting to garlic and lemons and waiting so long to check into hospitals that by the time they did, many were beyond treatment.

CDC cites some signs of ebbing US flu activity - Visits to the CDC network of sentinel doctors for influenza-like illness (ILI) declined last week for the second week in a row, and the number of states with widespread flu activity dropped from 48 to 46. On the other hand, the percentage of deaths attributed to pneumonia and flu both continued to climb. In addition, another 26 pediatric deaths linked to confirmed H1N1 cases were reported, bringing the total since April to 156. The total of 156 is higher than the number for any seasonal flu epidemic of the past 5 years. The proportion of deaths related to pneumonia and flu in the CDC's 122-city mortality reporting system reached 7.7% last week, which was above the epidemic threshold of 6.8% for the week. The percentage has been above the threshold for 6 weeks in a row. However, charts in the FluView report show that the numbers of hospitalizations and deaths related to influenza of all types both dropped last week compared with the week before. The charts indicate something in excess of 3,000 hospitalizations and between 100 and 150 deaths last week. The CDC says that more than 99% of viruses in circulation are the 2009 H1N1. The FluView report says deaths due to confirmed flu from Aug 30 to Nov 7 totaled 877, and there were 22,364 hospitalizations related to confirmed flu in that period. Those numbers include only confirmed flu cases. Yesterday the CDC presented a new estimation method, in part to allow for untested cases. Using that method, officials estimated total US H1N1 deaths since April at 3,900. //////////////////////// Posted Nov 16, 2009 ---------------- HEALTH THREATSSunday

The Centers for Disease Control and Prevention said the new system is based on more precise figures provided by 10 states. The previous estimated death toll from the H1N1 virus in the US was 672. The new estimated death toll for children is four times higher than the previous estimate. Latest figures show about 22 million Americans contracted the virus in six months with some 98,000 hospitalized. "This is just the first six months and I am expecting all of these numbers, unfortunately, to continue to rise." Although still imprecise, the new statistics provide "a bigger picture of what has been going on in the first six months of the pandemic...We will be updating the toll that the pandemic has taken... about every three to four weeks." 41.6 million more doses of swine flu vaccine had been made available on Thursday for distribution around the country. The global death toll from the flu pandemic passed the 6,000 mark last week. CDC study finds no protective effect of seasonal flu shot - A study by the Centers for Disease Control and Prevention found no evidence that seasonal flu vaccine was protective against the H1N1 virus. . Overall vaccine effectiveness was found to be minus-10% but varied widely by age-group. The results, combined with others, suggest that seasonal flu vaccine neither raises nor lowers the risk of H1N1 infection. Seasonal flu shot may protect against H1N1 Contrary to most other reports, a study of H1N1 flu cases in Mexico suggests that seasonal flu vaccine may have had a protective effect. Risk of infection was 35% lower in those who had received seasonal flu vaccine. H5N1? - Autopsies of 15 Mexican patients who died of suspected novel H1N1 infections found the virus in 5 of them. Lung tissue was heavier than normal and solid. Four had upper-airway hallmarks seen in seasonal flu cases, but all five had pulmonary damage and interstitial lesions typically seen with H5N1 infections. Two patients showed evidence of other organ involvement seen in lethal H5N1 cases. The aggressive-and widely protested-quarantine measures China has used to fight the H1N1 virus may have helped slow the disease. Although cases have mounted recently, China has not yet had a major epidemic. The US Embassy said 2,046 Americans had been quarantined in China through October.

SWINE FLU BREAKING NEWS New US swine flu death estimates will be just a guess - U.S. health officials are due to release new estimates of deaths from swine flu today, but the numbers will be just that -- a rough estimate. The U.S. Centers for Disease Control and Prevention and the World Health Organization stopped trying to count actual cases months ago, once it became clear that H1N1 was a pandemic that would infect millions. There are nowhere near enough diagnostic tests to give to everyone with flu-like symptoms to see if they really have swine flu, and autopsies have shown that some people who have died had H1N1 and no one even knew it. So the death figures will be based on models, calculated by looking intensively at small groups of people, gathering data on overall reports of sickness and death, and reconciling the two. This is also what happens every year with seasonal influenza, which WHO says kills 250,000 to 500,000 people a year globally and which CDC says kills 36,000 Americans in an average year. Seasonal flu attacks about 20% of the population in an average year but it is the elderly who are the most likely to die. H1N1 is hitting a younger population -- adults in their 20s and 30s and children. The latest counts from CDC showed that 1,000 have died so far, including 129 children. The global count is more than 6,000. It is possible that these younger patients may be more likely to survive their bout of flu, even if they have chronic conditions. In Mexico, where the new flu appears to have spread first last March, young people were the most likely to be infected but elderly were most likely to die. Far fewer than 1 percent of patients that were infants and people aged 39 years and under died. Ten percent of patients over 70 who were treated in clinics died. 4.5 percent of patients aged 50 to 59 died, but just 2.7 percent of those in their 40s and 2 percent of patients in their 30s. Mexicans who had been vaccinated for seasonal influenza had a 35 percent lower risk of getting H1N1, even though the seasonal flu vaccine offers no protection against the new virus. Every day of delay in hospital admission after the fourth day of illness raised the risk of death by almost 20 percent.

Flu worries reduce blood donations - Blood-donation centers across the United States are reporting unusually low levels of donations thanks to H1N1 flu. Some school and corporate blood drives have been canceled because of absenteeism, while in other areas regular donors are ill. In addition, donated blood must be discarded under federal rules if donors come down with flu symptoms shortly after donation. Flu spread spurs China to boost vaccine efforts - China is stepping up its H1N1 vaccination drive after cases increased by about 5,000 and the death toll rose from 16 to 30 over the past 3 days. The health ministry numbered confirmed cases at 59,478 and said 240 people were in critical condition. Calling the increase in cases "alarming," the health ministry spokesman said the government has ordered increased vaccine production and immunizations. As of yesterday, 8.7 million Chinese had been vaccinated. The official toll is now more than 6,000 deaths, but WHO authorities think that is an underestimate, since laboratory testing has been reduced and most countries have stopped counting individual cases. Influenza-like illnesses accounted for 8% of visits to physicians' offices in North America during the most recent week for which data were reported and 40% of respiratory samples tested were positive for influenza. Virtually 100% of those influenza samples were swine flu. Activity has been increasing in Europe and Central and Western Asia, signaling an unusually early start to the winter flu season. Early reports from China had indicated that the H3N2 strain of seasonal flu was circulating along with swine flu, but more recent reports indicate that swine flu now predominates. That does not mean, however, that the seasonal flu will not come back after this wave of pandemic influenza passes. What appears to be an outbreak of swine flu is sweeping an isolated whaling village on a remote Alaska island. Most of the residents of the town are Ingalikmiut Inui. Ukraine has been suffering an outbreak of swine flu, and officials now say that a January presidential election may have to be postponed until May if it is not brought under control. The WHO and European health authorities have sent in emergency teams to help with the situation, but the outbreak has become a political football, with recriminations being traded by the two main presidential candidates. Some authorities have estimated that as many as 750,000 Ukrainians have been infected with the virus, but only 30 cases have been laboratory-confirmed so far. At least 86 people have died of what appears to be swine flu. Officials from the European Center for Disease Control and Prevention are predicting that, in a worst case, as many as 40,000 Europeans could be killed by the swine-flu virus and a similar number by a succeeding wave of seasonal flu. The ECDC said 389 deaths had so far been linked to the virus in Europe, including 154 in Britain, 73 in Spain, 25 in Italy and 22 in France. ICELAND - Cluster of 200 moderate quakes in Iceland - the 12 strongest ranged from 3.4 to 4.3. COLUMBIA - GALERAS & HUILA - Officials in southern Colombia have issued a code orange alert for the newly-active Galeras volcano which they said could erupt in a matter of days or weeks. Authorities said they are continuing to monitor the nearby Huila volcano, also on orange alert, where sizeable volcanic activity also has been detected in recent weeks. /////////////////////////////////// The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said there is a need to look into the “ABNORMAL BEHAVIORS” of the recent storms that hit the country in the last two previous months. The state weather bureau has to conduct research to find out exactly what caused Tropical Storm Ondoy to dump “the HIGHEST AMOUNT OF RAINFALL IN HISTORY” last September 26. They will also focus on the CURIOUS case of Typhoon Pepeng whose threat lingered the longest for more than two weeks because of “the UNUSUALLY ERRATIC TRACK” it followed in early October. The top weather official noted that they will also look into the ABNORMAL BEHAVIOR of Typhoon Ramil which was “UNEXPECTEDLY overpowered” by weaker weather systems, prompting its failure to make landfall in Cagayan thrice in its 12-day stay in the country in mid-October. PAGASA would find the results of the study useful, which could help minimize the guessing game with the coming of more "UNUSUALLY STRONG AND ABNORMALLY ERRATIC” tropical cyclones produced by the adverse effects of climate change. “It would be indicative of what is going to come, which will DEFINITELY be getting WORSE. And we need these studies for us to take better preparation." /////////////////////////////////// HEALTH THREATS Sunday

Normally only physicians, nurses, and nurse practitioners can do so; the declaration will enable physician assistants, dentists, some dental hygienists, and emergency personnel to participate. The action -- requested by local governments -- also authorizes school-based health centers to vaccinate adults and children. Dutch scientists suggest that vaccinating children against seasonal flu may make them more vulnerable to pandemic flu strains. Shielding children from the need to generate immunity to actual seasonal viruses might leave them more vulnerable to pandemic strains. But other experts, while not necessarily agreeing, say it's better to protect children from an annual threat than one they may face every few decades. Swiss regulators on Friday restricted the use of an adjuvanted pandemic H1N1 vaccine made by GlaxoSmithKline in pregnant women, children, and people older than 60. The agency held back its authorization for the groups because it has little data on the vaccine's use in children and no data for pregnant women. It endorsed one of two pandemic vaccines made by Novartis and is still examining the company's cell-based pandemic vaccine. Though pandemic activity continues to intensify in North America, several European countries are reporting high rates of flu-like illness and pandemic virus detections, including Iceland, Ireland, the United Kingdom, Belgium, and the Netherlands. Many other countries in Europe and western and central Asia are reporting early flu transmission. Flu activity is up sharply in Japan. At least 5,712 deaths have been reported, up 713 from last week. ///////////////////////////////////

The U.S. Geological Survey said the strongest of the recent quakes had a magnitude of 2.9. The temblors were all centered within three miles of Greenbrier, about 45 miles north of Little Rock, in the same area where four small quakes were recorded over a two-day stretch earlier this month. The Arkansas Department of Emergency Management deployed two seismic stations in the area after the earlier quakes. //////////////////////////////

Flu activity at US colleges has increased significantly, showing spikes even in some areas such as the southeast that have reported decreases over the past few weeks, the American College Health Association (ACHA) said. The Midwest, mid Atlantic, and northeast regions also showed unexpected rebounds. The report for the week ending Oct 23 said the rate of flu-like illnesses on member campuses was 28 per 10,000 students, up 34% from the week before. Uncertain timing clouds UK vaccine campaign - General practitioners in Britain have said it could take weeks for them to receive H1N1 vaccine supplies, leaving those in priority groups uncertain about when they can be vaccinated. Healthcare workers and hospital patients received their doses last week, and it was expected that vaccination of other priority groups would begin this week. But many doctors have not yet received their doses and don't know just when they will come. China sees tough flu fight ahead - Chinese government sources said flu activity is spiking in many parts of the country and clusters of illnesses are occurring in schools. China's state council said the country's challenge is grim. The assessment was prompted by the death of a student at a university in Beijing where other students were ill. The fatality is China's fourth from the pandemic H1N1 virus. ///////////////////////////////

When one sees the first daffodils poking out of flowerbeds, its generally a sign that spring is just around the corner. But this year was different - the flowers have begun blooming in October Horticulturists believe that the UNUSUALLY mild autumnal weather has fooled the daffs into thinking it is spring. Most daffodils need cold weather in winter to germinate before flowering when temperatures rise in March. But the 'avalanche' variety does not need such cool conditions. ///////////////////////////////

And meteorologists predict a very active and potentially dangerous winter with downpours, floods and tornadoes possible thanks to El Niño, the same “little boy” who’s kept them safe from storms this hurricane season. In the meantime, this October definitely has been hotter than usual. There have been 15 days this month in which the temperature has soared above 90 degrees, including 12 days in a row (Oct. 5 to 16). The previous record was six 90-plus days in 1980. The US Department of Homeland Security has not developed a plan to address Internet congestion during a severe pandemic and has not looked into the possibility of asking the public to reduce nonessential use in such a setting. Most securities firms have addressed pandemic planning, but not all have addressed staffing issues or telework alternatives. El Salvador notes flu, dengue fever co-infections in 4 patients - Though it's not clear if the virus is pandemic H1N1, moderators suspect it is, because virus activity is increasing in El Salvador, unlike other Central American sites. Though the cases did not appear to be fatal, there was little other information about the clinical course. //////////////////////////////

EU official says up to 30% may get H1N1 - The European Commissioner for Health said that the pandemic would probably cause "a significant number" of deaths. She also said the virus could become more aggressive in coming months and the pandemic could hurt Europe's economic recovery. She advocated the immediate closure of schools where H1N1 cases occur. Calls crash Minnesota clinic's vaccine line - A Minnesota clinic that publicized that it had 17,000 doses of pandemic H1N1 vaccine to administer closed its flu shot phone line after 120,000 calls in 4 hours swamped the system The director of Missouri's health department has suspended a legal restriction so that children under age 3 and pregnant women can receive pandemic H1N1 vaccine containing thimerosal. She determined that a shortage of preservative-free vaccine was preventing these groups from being immunized, the health department said. As permitted by law, she temporarily set aside a statute that bars the groups from receiving vaccines containing thimerosal. After Turkey reported its first death from the H1N1 flu, the country's health minister urged people not to kiss or shake hands for the next 5 months. Schools in Ankara, the capital, were ordered closed for a week after the death of a 29-year-old patient was reported over the weekend. A poll finds that only 30% of Chinese would like to get the H1N1 flu vaccine, far below the 76% who said they wanted it in a poll 2 months ago. Citing safety concerns, 54% said they did not plan to be vaccinated, according to the poll. The government plans to inoculate 5% of the population, about 65 million people. So far 300,000 people have been vaccinated.

One woman told police the earthquake shook pictures on the wall in her home. Earthquake expert Charles Scharnberger says one of the quakes had a magnitude of 2 or 3. Scharnberger says there's unstable rock that is clashing and creating the quakes. More importantly, that's 6.9 degrees below normal this month. Three degrees difference is significant and when you're talking almost seven degrees, that is HISTORIC." The cool summer came after a particularly cold winter last year. "It's very rare to get a whole year that's really cold. But we expect this colder-than-normal weather will continue into early winter." Lake Michigan already is five degrees cooler than normal at this time of year, a situation that may lead to heavy ice cover similar to last winter. //////////////////////////////////
