Thinking the Unthinkable - Preparing for nuclear attack

It is a grim, almost unthinkable scenario: a 10-kiloton nuclear weapon, smuggled into the United States, is detonated in a major U.S. city, perhaps even the Bay Area.

Top federal officials and medical experts gathered in Washington to consider this nightmare vision. Their conclusion: Cities and states are frightfully ill-prepared for dealing with an attack using a small nuclear bomb.

"Few of them have coordinated response plans for the aftermath of nuclear terrorism," said Brooke Buddemeier, a specialist in the radiological and nuclear counter-measures division at the Lawrence Livermore National Laboratory.

"There is a general lack of understanding of the response needs and uncertainty over federal, state and local roles and responsibilities."

NUCLEAR MISSILES COULD BLOW UP 'LIKE POPCORN'

A design flaw in Britain's nuclear arsenal means that warheads could set off a chain reaction ‘like popcorn’ if they were accidentally dropped, according to Ministry of Defence documents.

More than 1,700 warheads are affected by the problem which would cause them to explode one after another, an effect known as ‘popcorning.’

A typical Trident nuclear missile contains three to six warheads, and some submarines carry up to 24 missiles, meaning the potential for disaster could be huge.

Defence companies try to prevent accidental explosions of warheads by designing them to be ‘singlepoint safe’ which means that a sudden knock at a single point should not detonate the plutonium core.

The typical scenario would see the weapon being dropped from a crane while being loaded on or off a submarine.

However, a nuclear-weapons safety manual drawn up by the MoD's internal nuclear-weapons regulator, and declassified last month, argues that this standard single-point design might not be enough to prevent ‘popcorning’.

The manual, seen by the New Scientist, says that warheads should be capable of resisting multiple simultaneous impacts which ‘would contribute to the prevention of popcorning and should be a design objective’.

It also recommends replacing the highly sensitive explosive that surrounds the warheads' plutonium cores because a single knock may not detonate the core, but could set off the explosive.

Less-sensitive explosives are available but they are heavier and bulkier than those currently in use so the warheads would have to be redesigned.

According to the manual, in the worst-case scenario people a kilometre away would receive a radiation dose of 100 sieverts – 16 times the lethal dose – although the seriousness of the accident would depend on the pattern of warhead explosions.

The US government's National Nuclear Security Administration said that redesigning warheads to resist multiple impacts and switching to less-sensitive explosives would ‘enhance’ safety but stressed that current warheads ‘were, are and continue to be assessed as safe’.

A spokesman for the MoD said popcorning was only ‘a theoretical possibility’ and in fact it was ‘a scenario that is not credible’.

Any risk is mitigated by the way in which missiles are handled, transported and stored, she added.

Nuclear-weapons experts say an accident could still happen.

Philip Coyle from the Center for Defense Information, an independent think tank in Washington, said there was always a risk that safety procedures are ignored and pointed to the accidental loading of nuclear weapons onto a flight last year from North Dakota to Louisiana

UNITED ARAB EMIRATES MAY BUILD ARAB WORLD'S FIRST NUCLEAR REACTOR

The United Arab Emirates has launched an international tender for the procurement of what could be the first nuclear energy reactor in the Arab world.

The UAE Energy Ministry has released a tender for the construction of a nuclear energy reactor. The ministry has sent invitations to nine companies as part of the estimated $1.5 billion project.

Industry sources said the tender was qualifying companies before selecting those that would compete in the tender, Middle East Newsline reported. The companies have been asked to submit information on previous projects as well as capabilities.

One company that has entered the prequalification stage has been Britain's Amtec. The British engineering firm has sought to design any UAE nuclear reactor.

‘We were asked to submit the initial document and we have done so,’ Graham Bellwood, Amec's Middle East regional director, said. ‘There are many more stages to go.’

Bellwood told the UAE daily Emirates Business that he expects the UAE to award the nuclear reactor contracts by 2009. He did not identify the other contenders

US TAKES STEPS TO PREPARE FOR POTENTIAL NUCLEAR ATTACK

The Senate Homeland and Governmental Affairs Committee heard sobering testimony about the impact of a nuclear attack on the United States.

Senator Joe Lieberman, who calls himself an independent Democrat, is committee chairman:

‘A nuclear attack on our homeland would be sudden and swift. It would be devastating and deadly. Failure to develop and test a comprehensive plan for dealing with the aftermath would only magnify its impact,’ he noted.

U.S. authorities began preparing for such a scenario following the September 11, 2001 terrorist attacks.

Assistant Health and Human Services Secretary for Preparedness and Response Craig Vanderwagen says the detonation of an improvised nuclear device (IND) would be one of the most catastrophic events the United States could endure.

‘An IND would kill, indeed, tens of thousands of individuals with blast, burn, and traumatic effects, not to mention radiation,’ he noted.

Vanderwagen says there would be many thousands more victims with injuries and radiation sickness. He says healthcare facilities have begun taking steps to prepare for the possibility of such a situation.

‘If we look back on 2002, there was a very limited infrastructure for integrated mass care,’ he explained. ‘Now we have 87 percent of all U.S. hospitals participating in the program that would bring about mass care. As far as decontamination goes, two-thirds of the hospitals in 2002 reported that they really did not have any ability to decontaminate people effectively, and now we have the ability to decontaminate over 400,000 people within three hours on a nationwide basis.’

Federal Emergency Management Agency (FEMA) Administrator David Paulison says federal funds have gone to communities across the nation to help train emergency personnel.

‘State and local governments have received $23 billion in preparedness grants to build all-hazardous capabilities. In the past four years alone, fully $350 million in Department of Homeland Security grant programs have been invested in projects related to radiological and nuclear preparedness as well as decontamination,’ he said…

The hearing was the latest in a series on the potential for a nuclear attack on U.S. soil. Senator Lieberman says his committee plans another hearing later this year that will focus on the steps the federal government has taken to prevent such an attack

EUROPEAN NUCLEAR WEAPONS SITES NOT SECURE, SAYS US REPORT

Most European sites containing US nuclear weapons are failing to meet security standards set by the Pentagon, a report has shown.

The study, commissioned by the US Air Force, was released in February but much of the detail was left out.

However, the Federation of American Scientists obtained a partially declassified version, which it posted on its website, showing that the security problem for nuclear weapons in Europe is much bigger than was previously known.

According to the study, most sites in Europe ‘require significant additional resources to meet standards’, while inspectors uncovered inconsistencies in ‘personnel, facilities and equipment provided to the security mission by the host nation.’

‘Examples of areas noted in need of repair at several of the sites include support buildings, fencing, lighting, and security systems.’

‘A consistently noted theme throughout the visits was that most sites require significant additional resources to meet [Pentagon] security requirements,’ reads the Blue Ribbon Review of Nuclear Weapons Policies and Procedures study.

The investigation was commissioned by the Air Force following an incident last year in which nuclear warheads were flown across the United States without the knowledge nuclear safety personnel

IRAN: NEW EU SANCTIONS WON'T AFFECT NUCLEAR ACTIVITIES

Iran condemned on Tuesday new sanctions imposed on it by the European Union and made clear they would not slow Tehran's nuclear activities, an Iranian news agency reported.

EU states agreed the new sanctions on Monday, including an asset freeze on Iran 's biggest bank, following its refusal to meet demands to curb its nuclear program. Western powers suspects Iran wants to make nuclear arms but Tehran denies this.

‘Such illegal and paradoxical behavior .... is meaningless and strongly condemned,’ the Fars News Agency quoted Foreign Ministry spokesman Mohammad Ali Hosseini as saying.

Hosseini said it would not have any effect on Iran 's determination to obtain nuclear technology and would not help create the ‘appropriate atmosphere to resolve the issue through diplomatic channels.’

He was referring to separate proposals put forward by Iran and by six world powers intended to defuse a long-running dispute that has sparked fears of military confrontation and helped push up oil prices to record highs.

EU nations on Monday approved additional financial and travel restrictions on a list of Iranian companies _ including the country's largest bank, Bank Melli Iran.

Earlier in June, EU unsuccessfully proposed a package of economic incentives in return for an end to Iran's uranium enrichment program

'SYRIA, NORTH KOREA BUILT REACTOR TO HELP IRAN'

Damascus and Pyongyang helped Iran to develop its nuclear program through the construction of a suspected nuclear site in Syria that Israel destroyed last September, the German newsweekly Der Spiegel reported.

But the Syrian president Bashar Assad is considering withdrawing his support for the Iranian program, the paper added in its next edition out Monday, quoting German secret service reports.

According to those intelligence reports, it said, a joint plan by Syria, North Korea and Iran for a nuclear reactor for military use was to have been developed at the Al-Kibar site in the east of Syria.

The site – to be inspected next week by the International Atomic Energy Agency (IAEA) – was destroyed by Israeli fighter jets with Washington's support. Syria denied it had military purposes.

The reports cited by Der Speigel claimed that North Korea was to help Iranian scientists to advance their nuclear program, and that Al-Kibar was to have been used as a temporary site for Iran to develop a nuclear bomb until it was able to do so on its own territory

Nuclear find raises the ante against Iran

If the world had any doubts that the genie of advanced nuclear weapons proliferation was out of the bottle, those doubts have been removed by a report that American

and international investigators have found the electronic blueprints for an advanced nuclear weapon on computers that belonged to the nuclear smuggling network run by the father of Pakistan's nuclear weapons program, Abdul Qadeer Khan.

What is not yet known is whether Iran or other countries have purchased that blueprint from the nuclear smuggling network

US OFFICIAL: EXTREMIST GROUPS CONTINUE TO SEEK NUCLEAR WEAPONS

Extremist groups continue to actively seek nuclear weapons, a senior US official said Tuesday during a meeting in Spain of a US-Russian initiative to fight nuclear terrorism.

‘Combating nuclear terrorism is especially important today,’ US Undersecretary of State for Arms Control John Rood told a news conference.

‘Regrettably we continue to see indications in the United States from information we collect of the very terrorist groups we are most concerned about making concerted efforts to acquire nuclear capabilities with the express intent to use them against our peoples,’ he added.

Over 200 delegates from 56 nations, as well as the European Union and the International Atomic Energy Agency, are taking part in the three-day gathering which got underway in Madrid on Monday.

The meeting is the fourth of its kind since the Global Initiative to Combat Nuclear Terrorism was founded in 2006 by US President George W. Bush and Russian President Vladimir Putin to reinforce control of nuclear facilities and materials in order to prevent such groups from accessing them.

It was formed amid heightened global concern over nuclear programs in North Korea and Iran.

The closed-door gathering in Madrid is aimed at ‘developing and consolidating an international work plan of a technical nature to improve the fight against nuclear terrorism,’ Spain's foreign ministry said in a statement.

The world's five leading nuclear powers -- the United States, Russia, China, Britain and France -- form the core of the initiative which now includes 73 member states.

Ireland, Malta, Saudi Arabia and the United Arab Emirates are recent additions to initiative

EU URGES DEFIANT IRAN TO ACCEPT NUCLEAR OFFER

EU foreign policy chief Javier Solana on Saturday urged Iran to give a positive response to a new offer on ending a six-year standoff with the international community over its nuclear drive.

Solana, who presented the offer on behalf of world powers, stressed the need to restore trust in ‘the peaceful nature of Iran's nuclear program’, even after Tehran rejected a key condition of halting uranium enrichment.

‘I hope that the answer will be soon and positive,’ he told a press conference at the end of a mission to Tehran.

The package, drawn up by permanent UN Security Council members plus Germany, offers Iran economic and trade incentives in a bid to resolve a crisis that has raised fears of regional conflict, pushed up oil prices and seen Iran hit by UN sanctions.

Solana said the offer was ‘full of opportunities for Iran’ and he hoped it would be the ‘starting point for the real negotiations.’

Just hours into Solana's visit, Iran's government spokesman rejected the apparent main condition of the offer -- that Tehran suspends uranium enrichment, a process that can be used to make a nuclear bomb.

‘Iran's stance is clear. The precondition of a halt and suspension of nuclear activities cannot be brought up,’ Gholam Hossein Elham said.

But Solana said ‘we continue to ask for a suspension during the time of negotiations and we will see the outcome of negotiations. The negotiations will take months.’

AHMADINEJAD: WEST FAILING TO HALT OUR NUCLEAR VICTORY

Iranian President Mahmoud Ahmadinejad on Wednesday said that Western threats and pressure had failed to stop the country's nuclear program, which the United States, Israel and other states suspect is aimed at making weapons.

‘With God's help today we have gained victory and the enemies cannot do a damned thing,’ Ahmadinejad said in a speech broadcast live on state television.

His comments came a day after the United States and the European Union told the Islamic Republic they were ready to impose more sanctions over its nuclear activities, which Tehran says are solely aimed at generating electricity

US TELLS SYRIA NOT TO RESTRICT UN NUCLEAR PROBE

The United States on Wednesday demanded Syria give free rein to UN nuclear investigators after diplomats said Damascus would bar access to some sites Washington believes are linked to a secret atomic reactor.

The United States says Syria was close to completing a reactor that could have yielded plutonium for nuclear arms before it was bombed by Israel last September.

The UN nuclear watchdog began an inquiry after receiving US intelligence documentation in April.

International Atomic Energy Agency director Mohamed ElBaradei said on Monday that Syria, which had not responded to IAEA requests for explanations since the bombing, would allow in United Nations inspectors on June 22-24 to pursue the inquiry.

Informed diplomats said Syria would let inspectors examine the al-Kibar site in its northeast desert, but not go to three other locations believed to house facilities or equipment for producing plutonium from fuel from the reactor.

That prompted Gregory Schulte, US ambassador to the IAEA, to demand that Syria not hinder agency investigators in any way.

‘The United States welcomes the announcement that the IAEA will visit Syria and stands ready to support a rigorous IAEA investigation into Syria's clandestine nuclear activities,’ Schulte said in a statement sent to Reuters.

‘It is imperative that Syria fully cooperate with the IAEA and in no way hinder the investigation either by further delaying an inspection or by refusing the IAEA unfettered access to any site requested by the IAEA,’ he said

U.S. seeks the go-ahead for Nevada nuclear dump

The federal government applied for a license Tuesday to build a long-planned dump for the nation's radioactive waste in Nevada, but state officials vowed a renewed effort to block it, saying Washington has "lost track of reality."

In the last year, utilities have launched a nuclear power renaissance, announcing plans for 15 new commercial reactors.

The license application, which is 8,600 pages long, was filed with the Nuclear Regulatory Commission, which has up to four years to act

Jordan and France sign nuclear plan

Jordan and France signed two agreements for cooperation in the peaceful development of nuclear technology and political coordination on regional and international issues.

The nuclear cooperation agreement provides for using nuclear reactors for generation of electricity, the extraction of uranium from phosphate mines in Jordan, the training of Jordanian manpower and arrangements for nuclear safety.

Under the second agreement, Jordan and France set up "a political group that seeks to boost coordination on regional and international issues and forge a long term strategic relationship between the two countries".

US: STRONG REASONS TO SUSPECT IRAN WAS WORKING COVERTLY TO BUILD ATOMIC BOMB

Inspectors from the UN atomic watchdog are ‘alarmed’ that Iran has in its possession a document describing the process for making what could be the core of a nuclear weapon, a western diplomat said Thursday.

And at a closed-door meeting with diplomats, the International Atomic Energy Agency's chief for inspections, Olli Heinonen, revealed that the agency had gathered intelligence from around 10 countries suggesting Iran was engaged in weaponization studies in the past, the diplomat said.

Tehran has repeatedly dismissed the intelligence as ‘fabricated,’ and the allegations that it was seeking to build a bomb as ‘baseless’.

At a briefing to prepare IAEA board members for a meeting of the full board next week, Heinonen talked about the so-called uranium metal document, the diplomat said on condition of anonymity.

The 15-page document describes the process of machining uranium metal into two hemispheres of the kind used in nuclear warheads.

‘And the term he used for this document was 'alarming'. He essentially said there was no reason why a country would need to possess such a document unless they wanted to produce uranium hemispheres for a nuclear weapon,’ the diplomat said.

Iran has told the IAEA that it received the document back in 1987 along with design information for the so-called P1 centrifuges used to enrich uranium

Commercial satellite imagery has revealed an extensive nuclear missile site in central China with nearly sixty launch pads for medium-range missiles capable of striking Russia or India, a researcher said Thursday.

The images from Google Earth show different types of launch pads, command and control facilities, and missile deployment equipment at a large facility in downtown Delingha, said Hans Kristensen, a researcher with the Federation of American Scientists.

"The US government often highlights China's deployment of new mobile missiles as a concern but keeps the details secret, so the discovery of the deployment area provides the first opportunity for the public to better understand how China operates its mobile ballistic missiles," he wrote.

****The find comes only two weeks after the discovery of a secret Chinese nuclear submarine base on Hainan Island in South China Sea, also using commercial satellite imagery and published by Jane's Intelligence Review.

BEIJING OLYMPICS NUCLEAR 'DIRTY BOMB' FEARS

The Beijing Olympics could be threatened by terrorists who are trying to obtain nuclear materials in the run-up to the games, the United Nations nuclear watchdog warned today.

Terrorists may use so-called ‘dirty bombs’ to disperse radioactive materials at the event, the International Atomic Energy Authority said as it staged its biggest ever security training exercise in the Chinese capital.

The watchdog told the BBC that the same threats will exist for the London Games in 2012 when a massive security operation will be put in place.

The IAEA said there is no specific information an imminent attack on the Beijing games, but intelligence shows terrorists are trying to obtain nuclear materials.

The possibility that terrorists will use dirty bombs that use conventional explosives to disperse radioactive material is under investigation.

Dirty bombs are not normally associated with high death tolls, but the spread of nuclear material can cause fear and alarm and exposure to dangerous levels of radiation

NUCLEAR RIVALS PAKISTAN AND INDIA RESTART PEACE TALKS

Top Indian and Pakistani officials are meeting to review the peace process, in their first meeting since a new civilian government took power in Pakistan.

Indian Foreign Secretary Shiv Shankar Menon and his Pakistani counterpart, Salman Bashir, opened the talks in Pakistan's capital, Islamabad, Tuesday, with the focus on terrorism, drugs, economic cooperation, and the disputed region of Kashmir.

Today's meeting will be followed on Wednesday by talks between Indian External Affairs Minister Pranab Mukherjee and Pakistan's Shah Mehmood Qureshi.

They are the first high-level discussions between the two countries since Pakistan swore in a coalition government in March.

Today, Pakistan's Interior Ministry announced Pakistan will release 96 Indian fisherman and three civilians in custody, as a good-will gesture. The two countries often detain each other's citizens, including fishermen, for straying across the border.

The majority-Hindu India and majority-Muslim Pakistan were once part of the same country, but split in 1947 after gaining independence from Britain. They have fought three wars since then - two of them over Kashmir

Spread of nuclear capability feared

At least 40 developing countries from the Persian Gulf region to Latin America have recently approached U.N. officials here to signal interest in starting nuclear power programs, a trend that concerned proliferation experts say could provide the building blocks of nuclear arsenals in some of those nations.

At least half a dozen countries have also said in the past four years that they are specifically planning to conduct enrichment or reprocessing of nuclear fuel, a prospect that could dramatically expand the global supply of plutonium and enriched uranium, according to U.S. and international nuclear officials and arms-control experts.

Much of the new interest is driven by economic considerations, particularly the soaring cost of fossil fuels.

But for some Middle Eastern states with ready access to huge stocks of oil or natural gas, such as Kuwait, Saudi Arabia and the United Arab Emirates, the investment in nuclear power appears to be linked partly to concerns about a future regional arms race stoked in part by Iran's alleged interest in such an arsenal, the officials said.

"We are concerned that some countries are moving down the nuclear weapons path in reaction to the Iranians," a senior U.S. government official who tracks the spread of nuclear technology said in an interview. He declined to speak on the record because of diplomatic sensitivities.

"The big question is: At what point do you reach the nuclear tipping point, when enough countries go nuclear that others decide they must do so, too?".........

US ENVOY SEES 'QUICKENING PACE' TO NORTH KOREA NUCLEAR TALKS

The six-party process, under which North Korea is to give up its nuclear program in exchange for aid and other benefits, has been stalled since the end of last year over Pyongyang's failure to produce a required declaration of its nuclear program.

But Assistant Secretary Hill, speaking after the trilateral meeting here, says he foresees a ‘quickening pace’ for the diplomacy in the next few weeks and that the North Korean statement may be close.

The process appeared to get a boost early last week when North Korea turned over more than 18,000 documents on its nuclear program to a visiting U.S. diplomat.

The documents are said to include operating logs from the reactor complex at Yongbyon that produced the plutonium for North Korea's small arsenal of nuclear weapons, one of which was used in a test explosion in 2006

KISSINGER: IRAN THREAT WILL NOT GO AWAY

A nuclear armed Iran threatens not only the existence of Israel but the viability of the international community, former US secretary of state Henry Kissinger warned on Wednesday, in an address to the ‘Facing Tomorrow’ conference in Jerusalem.

Everyone speaks of unacceptability, but no one speaks out about how to breach it and in what timeframe, Kissinger said, adding, ‘it will not go away.’

Kissinger cautioned that if something was not done soon with regards to Iran, there would be multinational proliferation of nuclear weapons with catastrophic potential.

The international community has to define what nuclear capability means, Kissinger declared.

Once that definition has been reached, he said, it must establish clear criteria, for making decisions. It must set a timetable and it must impose meaningful sanctions. If necessary, he emphasized, it must take dramatic measures. ‘There is no point talking about unacceptability without defining specific proposals and significant sanctions,’ Kissinger underscored. ‘Then nations decide whether other measures can be taken as a last resort.’

REPORT REVEALS HOW SYRIA CONCEALED NUCLEAR REACTOR

American nuclear experts briefed by governmental officials are expected to issue a report detailing the tactics employed by Syria to conceal the existence of the nuclear reactor eventually bombed by Israel in September of last year, the Washington Post reported.

The researchers for the Institute for Science and International Security (ISIS) divulge how Syrian engineers attempted to hide cooling and ventilation systems, power lines and other features usually identifying a nuclear plant.

According to the Post, the authors of the report, David Albright and Paul Brannan, went on to note the difficulties the world now faces in identifying nuclear operations in countries seeking to conceal their plans.

The report discusses how the main building was designed to appear small and short from an aerial view, but in fact housed large underground chambers large enough to contain the reactor, a reserve water-storage tank and pools for spent fuel rods.

A wide-spread electrical network was apparently buried in trenches stretching across the terrain. Water-cooling towers were rigged with an underground system that allowed them to dispose waste into the Euphrates River.

Instead of using traditional ventilation towers prominent in many reactor sites, the ventilation system was probably built along the walls of the building, with side openings not visible from the air.

Albright, a former UN nuclear inspector who worked in Iraq, said the data for the team's research consisted not only of aerial photographs but also on information provided by officials within the US government.

In light of these findings, the report warns, domestic and international capabilities to detect such nuclear plants may prove insufficient in the future…”

Analysts say Beijing getting ready for ops beyond Far East

Defense analysts for the British intelligence service MI6 believe China is preparing for the "eventuality of a nuclear war."

The conclusion follows evidence that Beijing has built secretly a major naval base deep inside caverns which even sophisticated satellites cannot penetrate.

In an unusual development, the analysts have provided details to the specialist defense periodical, Jane's Intelligence Review, which published satellite images of the base location which is hidden beneath millions of tons of rock on the South China Sea island of Hainan.

The MI6 analysts have confirmed the submarine base hewn out of the rock will contain up to 20 of the latest C94 Jin-Class submarines, each capable of firing anti-satellite missiles and nuclear tipped rockets.

CHINA MODERNIZING NUCLEAR WEAPONS ARSENAL

One of the world’s leading experts in arms control said today that the Chinese military had realized that its nuclear weaponry had fallen behind those of other major powers and might not survive a ‘first strike’ by potential adversaries.

Bates Gill, head of the Stockholm International Peace Research Institute (Sipri), said that as a result it was developing more flexible delivery systems, including from submarines, as well as the capacity to use multiple warheads.

‘Among the major nuclear powers China stands out in its effort to modernize, expand and improve its nuclear weapons capability,’ he said in Beijing today.

‘We see some very interesting and quite dramatic changes in the way its nuclear deterrent operates.’

China’s first nuclear test took place amid huge patriotic pride in 1964. But Chairman Mao was famously ambiguous about such weapons, once calling them ‘paper tigers’. Over the years the country’s nuclear arsenal has become more of a symbol of its great power status than a flexible adjunct to its military capabilities.

Its arsenal, estimated at between 100 and 200 warheads, is the smallest of the five big powers. These are the United States, Russia, Britain and France. The US is currently updating its missiles and warheads.

China now has a stated policy of never using nuclear weapons against a non-nuclear country, and never as a ‘first strike’. But Dr Gill said its static nuclear delivery system had left it vulnerable to a first strike by others.

A quicker, sea-based capability would ‘make it less likely that an adversary could wipe out the possibility of a response,’ he said.

The Daily Telegraph disclosed last week that China is constructing a secret nuclear submarine base to bolster its capabilities in the Pacific.

Dr Gill said the advances China was making raised questions about whether it could be expected to be an active participant in future arms control or reduction talks

INDIA LAUNCHES BALLISTIC MISSILE

India has test-fired its longest-range nuclear-capable ballistic missile, Agni-III, officials said.

The surface-to-surface missile was test-fired off the coast of Orissa state in eastern India.

With a range of more than 3,000km (1,865 miles), the missile could hit targets as far off as Beijing and Shanghai, analysts say.

The Agni-III is India's most sophisticated long-range missile. It was successfully test-fired last year.

The first attempt to test the missile in July 2006 failed after it developed a snag during the flight and came crashing down into the Bay of Bengal.

The missile was re-configured for the second launch in April 2007.

Indian defense spokesman Group Captain Ramesh Kumar Das said the latest test was launched from the interim test range at the Wheeler's Island in the Bay of Bengal.

The intermediate range ballistic missile is capable of carrying a 1.5-tonne nuclear payload.

When deployed, it will boost India's second-strike capability as it can be launched from anywhere using a mobile launcher…”

CHINESE BUILD SECRET NUCLEAR SUBMARINE BASE

China has secretly built a major underground nuclear submarine base that could threaten Asian countries and challenge American power in the region, it can be disclosed.

Satellite imagery shows that a substantial harbor has been built which could house a score of nuclear ballistic missile submarines and a host of aircraft carriers.

In what will be a significant challenge to US Navy dominance and to countries ringing the South China Sea, one photograph shows China’s latest 094 nuclear submarine at the base just a few hundred miles from its neighbors.

Other images show numerous warships moored to long jetties and a network of underground tunnels at the Sanya base on the southern tip of Hainan island.

Of even greater concern to the Pentagon are massive tunnel entrances, estimated to be 60ft high, built into hillsides around the base. Sources fear they could lead to caverns capable of hiding up to 20 nuclear submarines from spy satellites.

The US Department of Defense has estimated that China will have five 094 nuclear submarines operational by 2010 with each capable of carrying 12 JL-2 nuclear missiles.

The images were obtained by Janes Intelligence Review after the periodical was given access to imagery from the commercial satellite company DigitalGlobe.

Analysts for the respected military magazine suggest that the base could be used for ‘expeditionary as well as defensive operations’ and would allow the submarines to ‘break out to launch locations closer to the US’.

It would now be ‘difficult to ignore’ that China was building a major naval base where it could house its nuclear forces and increase it ‘strategic capability considerably further a field.

The development so close to the sea lanes vital to Asian economies ‘can only cause concern far beyond these straits’.

Military analysts believe that China’s substantial build up of its forces is gaining pace put has remained hidden from the world in the build-up to the Olympics.

China has diverted much of its resources from the huge Peoples Liberation Army to the navy, air force and missile development.

An old Russian aircraft carrier, bought by Beijing for ‘leisure activities’ has been picked over by naval architects who hope to ‘reverse engineer’ the ship.

Within the next five to 10 years the Peoples Liberation Navy is expected to build up to six carriers which will also coincide with the Royal Navy’s construction of two major carriers.

The location of the base off Hainan will also give the submarines access to very deep water exceeding 5,000 meters within a few miles, making them even harder to detect.

Britain’s Trident submarines have to remain on the surface when they leave Faslane in north east Scotland and cannot dive to depth until outside the Irish Sea

IRAN DISCUSSES 'SERIOUS' NUCLEAR PROPOSALS WITH RUSSIA

Iran's top national security official held talks Monday with the acting secretary of Russia's National Security Council aimed to defuse international concerns about Tehran's nuclear program.

Iran's chief nuclear negotiator, Saeed Jalili, said his talks with Russia's Valentin Sobolev focused on what he called a package of ‘serious’ Iranian proposals designed to minimize the nuclear threat around the world.

Jalili did not disclose details about the package.

He said Iran is ready for talks with world powers, but that such discussions must respect the Islamic Republic's growing role as a regional power.

Russia has been a key ally with Iran in its nuclear standoff with the West

US, SOUTH KOREAN ENVOYS DISCUSS NUCLEAR TALKS

The top U.S. envoy to the nuclear talks says the United States remains ready to continue working with North Korea on the disarmament deal, despite revelations last week that North Korea had apparently been helping build Syria a nuclear reactor.

Assistant Secretary of State for East Asian and Pacific Affairs Christopher Hill spoke to reporters in between sessions of Washington talks with veteran South Korean diplomat Kim Sook, who became the Seoul government's new chief envoy to the nuclear talks earlier this month.

Hill echoed earlier remarks by administration officials that the release of U.S. intelligence material on the North Korea-Syria connection need not scuttle the six-party accord, under which North Korea is to scrap its nuclear program in exchange for aid and diplomatic benefits.

The U.S. envoy said last week's intelligence briefings for members of Congress had been amply explained and that he had nothing to add on the subject. But he made clear the Bush administration remains willing to deal in good faith with North Korea on the nuclear accord provided Pyongyang does the same:

‘We talked about all the commitments and I reiterated a position that Secretary [of State Condoleezza] Rice has taken on many occasions: that as the DPRK, the North Koreans, complete all of their requirements, all of their obligations, we will certainly complete all of ours,’ said Christopher Hill

UKRAINE MARKS 22ND ANNIVERSARY OF CHERNOBYL NUCLEAR DISASTER

Mourners in Ukraine are marking the 22nd anniversary Saturday of the Chernobyl power plant disaster - the world's worst civilian nuclear accident.

Ukrainian President Viktor Yushchenko joined other top officials and mourners in Kyiv to lay flowers at a memorial to the victims.

To this day, questions remain about the overall toll of the disaster, which spread a radioactive cloud across large parts of the former Soviet Union and much of northern Europe.

The World Health Organization estimates that more than 9,000 people worldwide will eventually die from Chernobyl-related cancers. But the environmental group Greenpeace says the eventual death toll could exceed 90,000.

IAEA IN IRAN FOR NUCLEAR PROGRAM TALKS

The UN nuclear agency's deputy chief arrived in Teheran on Monday for talks with Iranian officials about persistent allegations that the Islamic republic is running a covert nuclear weapons program, the official IRNA news agency reported.

IAEA Deputy Director-General Olli Heinonen's discussions Monday with Iranian officials are expected to focus on allegations that Iran is testing powerful explosives and seeking to design a missile re-entry vehicle, two features which could have use for nuclear weapons.

Iran dismisses as ‘fabricated’ the allegations raised by US intelligence agencies and insists its nuclear program is purely peaceful and geared solely toward producing electricity. The United States and some of its allies contend that Teheran has been trying to gain nuclear weapons capability.

A prominent Iranian hard-liner and aide to Iran's top spiritual leader denounced his government for hosting Heinonen, saying the trip was part of a ‘joint US-Israeli trick’ aimed at strengthening allegations that Iran is pursuing nuclear weapons.

‘It is a trick that looks ridiculous,’ Hossein Shariatmadari wrote Monday of Heinonen's trip in his conservative daily Kayhan.

Heinonen, during a closed-door meeting of the International Atomic Energy Agency in February, offered detailed information provided by Western intelligence agencies suggesting that Iran could have been studying how to use enriched uranium to build atomic bomb.

‘Heinonen opened the first act of this ridiculous play, written by Mossad and directed by the US, at the (IAEA) board of governors. Now, he is to perform the second act during his (Iran) trip. It is deploring and surprising that our nuclear officials have agreed to Heinonen's trip to Iran,’ said Shariatmadari, a representative of Iran's top leader Ayatollah Ali Khamenei

PROSPECT OF IRAN NUKES FRIGHTENS SAUDI ROYALS 'TO THEIR CORE'

A U.S. report projects a concerted effort by Saudi Arabia to match Iran's nuclear weapons program.

The report, submitted to the Senate Foreign Relations Committee, took note of a U.S. assessment that Teheran's nuclear program frightens the Saudi royal family ‘to their core.’

‘The future Middle East landscape may include a number of nuclear armed or nuclear weapons-capable states vying for influence in a notoriously unstable region,’ the report, released in early April 2008, said.

The report, ordered by ranking Republican Sen. Richard Lugar, was authored by staff member Bradley Bowman. The assessment on Saudi nuclear plans was based on discussions with senior U.S. diplomats in Riyad.

Saudi Arabia would be followed by other Middle East states bent on producing or acquiring nuclear weapons, the report said. The report, based on interviewing hundreds of analysts, diplomats in Washington and the Middle East in the last half of 2007, cited Turkey.

In contrast, Egypt would not develop a nuclear weapons program, the report said. Bowman said such a program would encounter strong opposition from Israel and the United States.

US SENDING TEAM TO NORTH KOREA FOR MORE TALKS ON NUCLEAR DECLARATION

Though North Korea said last week it had reached an agreement with the United States on a declaration in return for what was termed political compensation, officials here say the matter is not yet finally resolved.

North Korea is to fully disclose its nuclear holdings and activities as part of the landmark Chinese-sponsored six party accord of February 2007, under which Pyongyang is to get aid and diplomatic benefits in return for giving up its nuclear program including weapons.

The declaration was due at the end of last year, but has reportedly been stalled by differences over how Pyongyang will disclose any proliferation activity it has engaged in.

Conservative critics have accused the Bush administration of scaling back disclosure demands on North Korea in the interest of keeping the process going. But echoing comments by Secretary of State Condoleezza Rice, State Department Spokesman Sean McCormack said Friday any declaration will be subject to thorough verification, and that deception by North Korea could torpedo the entire process:

‘It's going to be subject to robust verification,’ he said. ‘And if at any point we or anybody else in the six-party process detects that the North Koreas have attempted to deceive us, or attempted to provide us with information which was misleading or in any way false, then there are going to be consequences for that.’

McCormack, who said nothing in the process is inevitable, described it as performance-based and said if North Korea doesn't fulfill its obligations it will not receive benefits due from the other parties

REPORT: SECRET IRANIAN MISSILE SITE REVEALED IN NEW SPY PHOTOS

A series of recently released spy photos have uncovered the secret location where Iran has allegedly been developing long-range ballistic missiles capable of striking Europe, The Times reported on Friday.

The satellite pictures pinpoint the facility where Iran launched its Kavoshgar 1 ‘research’ rocket in February, according to the report. Iran has claimed that rocket was tested as part of its space program.

Analysis of the Digital Globe QuickBird satellite taken just days after the launch show details indicating that the site of the research rocket is the same location where Iran is preparing a ballistic missile with a range of 6,000 kilometers, the report said.

The site is located about 230 kilometers southeast of Tehran. The connection between the research rocket and Iran's long-range program was exposed by Jane's Intelligence Review following an analysis of the photos by a former Iraqi weapons inspector, said The Times.

Local Nuke War Would Cause World Havoc

A regional nuclear war would not only be devastating to the countries involved, it would cause havoc worldwide for at least a decade, according to a new analysis.

The massive fires resulting from even a limited conflict would blast enough soot into the atmosphere to create an ozone hole over heavily populated areas, researchers warned in a paper in Monday's online edition of Proceedings of the National Academy of Sciences.

Unlike the Antarctic, a nuclear-induced ozone hole would affect much of the world, causing damage to plants and animals and adding to skin cancer, eye damage and other effects in millions of people, according to researchers led by Michael J. Mills of the University of Colorado.

Mills' team used complex computer programs to model what would happen in the atmosphere in the event of a war between India and Pakistan in which each detonated 50 Hiroshima-sized nuclear explosives.

They calculated that the blasts would send as much as five million metric tons of soot as high as 50 miles into the atmosphere.

The soot and the heat from solar radiation would cause a series of chemical reactions that would break down the stratospheric ozone layer that protects Earth from harmful ultraviolet radiation, they said.

IRAN SEEKS 6,000 NEW NUCLEAR CENTRIFUGES

Iran on Tuesday said it had started work to install thousands of new centrifuges to enrich uranium at its main nuclear plant, defying UN Security Council calls to freeze the sensitive process.

‘Today, the phase for installing 6,000 new centrifuges at the facility in Natanz has started,’ the state broadcasting website quoted President Mahmoud Ahmadinejad as saying at the atomic plant.

His announcement came as Iran marked its ‘national day of nuclear technology’ on the second anniversary of its first production of uranium sufficiently enriched to make atomic fuel.

According to the latest report by the UN nuclear watchdog, Iran has already installed around 3,000 P1 centrifuges at an underground enrichment facility at the Natanz plant in central Iran.

If Iran succeeded in installing 6,000 centrifuges, it would mark a major expansion of its nuclear program that would further alarm its Western foes.

The West fears Iran could use uranium enrichment to make a nuclear weapon, and Tehran's refusal to suspend the process has been punished with three sets of UN Security Council sanctions and US pressure on its banking system.

In London a foreign office statement said that by announcing the installation of new centrifuges Iran has ‘not only failed to suspend enrichment, but has chosen to ignore the will of the international community

U.S., ISRAEL CONCERNED N. KOREAN NUCLEAR KNOW-HOW REACHED IRAN

The United States and Israel seek to pressure North Korea to cease its nuclear cooperation with Iran, which is one of the motives behind their agreement to disclose details on the air-force strike in Syria last September. According to foreign press reports, the strike targeted a nuclear installation built with North Korean assistance.

U.S. and Israeli officials agreed last week that the talks between the U.S. and North Korea, scheduled to take place in Singapore tomorrow, should be used to pressure Pyongyang to disclose its nuclear cooperation with countries in the Middle East. As a pressure tactic, U.S. officials could reveal details of North Korea's cooperation with Syria to Congress.

Foreign news sources reported that in addition to helping Syria build the nuclear facility that Israel attacked, North Korea sent engineers and various materials to the site. Israel and the U.S. fear that Pyongyang could be doing even more to boost Iran's nuclear program

PRAGUE TO HOST US RADAR FOR TRACKING BALLISTIC MISSILES

After months of negotiations, the Czech Republic has agreed to host a US radar on its soil, something that should eventually become an integral part of a future anti-missile defense umbrella under NATO.

‘The United States and the Czech Republic are pleased to announce the completion of negotiations on a missile defense agreement,’ says a joint statement by the two countries, issued on the fringes of the NATO summit in Bucharest (3 April).

It continues by saying: ‘This agreement is an important step in our efforts to protect our nations and our NATO allies from the growing threat posed by the proliferation of ballistic missiles and weapons of mass destruction.’

The legally-binding document is to be signed within the first ten days of May.

‘The need for missile defense in Europe is real and in my opinion it is urgent,’ US president George W. Bush said in his opening speech at the NATO summit (2 April).

Washington claims that an anti-missile shield in Central Europe is vital to defend the two continents, America and Europe, from rogue states such as Iran and North Korea.

Aside from a radar base in the Czech Republic, the Bush administration also aims at placing ten interceptor missiles on Polish territory, although US-Polish talks are lagging behind due to fresh demands tabled by Warsaw.

Washington has said, however, that the radar will be useful even without the interceptors in Poland, describing it as ‘a tremendous capability’

IRAN REFUSES TO HALT NUCLEAR WORK FOR INCENTIVES

Iran says it will not halt work on its nuclear activities in exchange for incentives offered by the West.

An Iranian spokesman told reporters Saturday that Tehran does not trade its rights in return for incentives.

Iranian President Mahmoud Ahmadinejad also said he will reject any incentives to suspend his country's uranium enrichment activities. In an interview published Friday, he told a Japanese news agency that Iran has no reason to give up nuclear technology.

The five permanent members of the U.N. Security Council have reportedly been working on a package of incentives to entice Iran to freeze its uranium enrichment work and hold talks.

The Council has passed three sets of sanctions on Iran for its refusal to stop enriching uranium, a process that can be used to make nuclear weapons

CHINA REVEALS IRAN'S NUCLEAR SECRETS TO UN

China has betrayed one its closest allies by providing the United Nations with intelligence on Iran's efforts to acquire nuclear technology, diplomats have revealed.

Concern over Tehran's secretive research program has increased in recent weeks after officials at the International Atomic Energy Agency (IAEA), the UN's nuclear watchdog, discovered that Iran had obtained information on how to manufacture nuclear-armed weapons.

Beijing is believed to have decided to assist the inspectors after documents seized from Iranian officials included blueprints for ‘shaping’ uranium metal into warheads, the testing of high explosives used to detonate radioactive material and the procurement of dual-use technology.

Much of the new material was presented to the governors of the Vienna-based IAEA in February. That meeting is said to have triggered China's change of heart.

Diplomats described Beijing's decision to provide material related to Iran to the IAEA as a potentially significant breakthrough.

Chinese designs for centrifuges that refine uranium into a ‘weaponised’ state have been found in Iran but these are thought to have come through a network controlled by the disgraced Pakistani scientist AQ Khan.

John Bolton, the former American ambassador to the United Nations, said suspicions over the leakage of technology from China to Iran had long centered on uranium enrichment technology and their bilateral ballistic missile trade.

A spokesman for the IAEA said it did not comment on intelligence it received from its members.

Beijing has long-established ties with Iran's clerical regime and has emerged as one of the country's biggest customers for oil and gas.

It has allied itself with Tehran's attempts to prevent the IAEA referring Iran to the UN Security Council, which can impose sanctions.

China has not used its veto powers to block US and British sponsored sanctions but it has ensured the measures were watered down…

EXPERTS TO TESTIFY OF 'GROWING' NUKE THREAT TO U.S.

The government must act to reduce the threat of nuclear terrorism in a major U.S. city, senior government officials and top terrorism experts are scheduled to tell the Senate on Wednesday.

Testifying as part of a months-long Senate investigation into the government's ability to prevent a nuclear attack, the experts will paint a chilling picture of a post-nuclear America: hundreds of thousands of dead, $1 trillion in damage, and panic nationwide.

‘The prospect of terrorists detonating a nuclear device on American soil sometime within the next quarter-century is real and growing,’ according to prepared testimony from Gary Anthony Ackerman, research director of the Homeland Security Department-funded National Consortium for the Study of Terrorism and Responses to Terrorism. ‘Such a calamitous attack would represent a game-changing event far exceeding the impact of 9/11 on the nation.’

Rolf Mowatt-Larssen, director of the Department of Energy's Office of Intelligence and Counterintelligence, outlined several steps the government has taken to mitigate the threat. Among them are working with other governments to try to eliminate and secure nuclear stockpiles.
