Chinese officials have been manipulating the weather for 50 years now. There are 31 weather-modification offices in China. The administration employs 52,998 people. Officials are betting weather modification can keep the sun shining on the Olympics. One thing worth considering when you tamper with nature is what sort of nature you’re tampering with. Nature is not kind to the city of Beijing. China’s capital is arid, nearly a desert, and its natural weather patterns are fickle and harsh. Winter is marked by howling Siberian winds; summer, by sweltering monsoon heat. In lieu of showers, springtime is best known for seasonal dust storms that sweep down from Central Asia. Fall is parched and gusty too, but the dust settles down. This basic brutality is overlaid with levels of pollution like those of England’s Industrial Revolution.
Posted for October 26, 2007 ---------------------------------- Scientists a step closer to steering hurricanes Scientists have made a breakthrough in man's desire to control the forces of nature – unveiling plans to weaken hurricanes and steer them off course, to prevent tragedies such as Hurricane Katrina. The damage done to New Orleans in 2005 has spurred two rival teams of climate experts, in America and Israel, to redouble their efforts to enable people to play God with the weather. Under one scheme, aircraft would drop soot into the near-freezing cloud at the top of a hurricane, causing it to warm up and so reduce wind speeds. Computer simulations of the forces at work in the most violent storms have shown that even small changes can affect their paths – enabling them to be diverted from major cities. But the hurricane modifiers are fighting more than the weather. Lawyers warn that diverting a hurricane from one city to save life and property could result in multi-billion dollar lawsuits from towns that bear the brunt instead. Hurricane Katrina caused about $41 billion in damage to New Orleans. Last month scientists at the Hebrew University of Jerusalem announced that they had simulated the effect of sowing clouds with microscopic dust to cool the hurricane's base, also weakening it. The dust would attract water but would form droplets too small to fall as rain. Instead, they would rise and evaporate, cooling hot air at the hurricane base. In findings presented at a conference in Trieste, Italy, the team led by Daniel Rosenfeld demonstrated that dust dropped into the lower part of Hurricane Katrina would have reduced wind speeds and diverted its course. The MIT team has now hired a professor of risk management to advise on steps necessary to protect themselves from legal action by communities affected if a hurricane is diverted. It is pressing for changes to US law and for an international treaty to settle possible disputes between neighboring countries. Mr. Alamaro said: "The social and legal issues are daunting. If a hurricane were coming towards Miami with the potential to cause damage and kill people, and we diverted it, another town or village hit by it would sue us. Posted January 3, 2007 ---------------------------------- Switzerland experiment Swiss engineers halted an experiment to extract geothermal heat from deep below ground after it set off a small earthquake in the nearby city of Basel. The tremor late on Saturday local time measured 3.4 on the Richter scale and caused widespread fear, prompting about 1000 calls to emergency services, but caused no injuries or serious damage. Managers apologized for any fears aroused by the mishap, which occurred after water was injected at high pressure into a 5km-deep borehole. But the managers said the experiment posed no danger. The Basel public prosecutor launched an investigation into the government-subsidized project after the quake. The $85 million experiment is known as "deep heat mining". Grateful Lubbock calls day of prayer Heavy rains impact Lubbock, Texas The city council in Lubbock has called another "Day of Prayer," but this time it's not to seek God's blessing, it's to say thank you. The council had declared a day of prayer and fasting on July 30 to seek God's gift of rain for the region, which had had just 5.71 inches since Jan. 1, according to a report in the Avalanche-Journal. Since then, 6.55 inches of rain has fallen, even triggering some flooding. And now the council has declared Sunday a day of prayer and thanksgiving. "It's not hocus pocus," Mayor David Miller told the newspaper. "It's not magic. It's just honoring the Creator." One Lubbock resident said, "It is wonderful to see a city acknowledge God's sovereignty, and even more wonderful to see such an obvious demonstration of His power to answer prayer." An announcement at Pray Lubbock! said, "Thank the Lord for Every Drop! Let's make Sunday, Sept. 17, 2006 A Day of Prayer and Thanksgiving!" The earlier pronouncement that officials in the drought-stricken area were taking their pleas to God triggered a lot of sniggering – and made it into the "quirky" sections of big-city dailies. But then the rains started. Some three and a half inches of rains fell in the town over the Labor Day Weekend alone, overflowing some reservoirs and spillways. The area had been "dealing with red flag warnings, fire danger, and extremely dry conditions," according to Jody James of the National Weather Service. Drought contingency plans, in fact, had been started as long ago as last January, and during the cotton growing season from June 1 and the end of July, Lubbock got only .75 inches, only a fraction of its normal 4.43 inches during that time. It's not the first time prayers for rain in Lubbock have met with good results. In January 2004, after a year of drought, the city and county set aside a Sunday to pray for rain and got the second-wettest year since records have been kept. The decision to hold a day of thanks comes even though the city still is nearly 2 inches below its average rainfall of 14.12 inches for a year, officials said. However, lack of proof that it works means that funding by many governments has fallen sharply, after millions of dollars were spent on teasing rain from clouds in arid regions of West Africa, or on research into trying to prevent hurricanes. Scientists plan to produce rain in sub-tropical areas during the cloudless summer months by altering air currents using a unique thermal material developed in Israel. The technique involves spreading a large black solar-absorbing surface over several square kilometers of land to generate intense and asymmetrical thermal emissions. Energy from sunlight is absorbed by the material and then radiated back into the air to heat the lower atmosphere with minimal loss into the ground. The heated air rises taking water condensation high enough to form clouds and produce out-of-season rain. The technique could increase crops for a given area by 40 percent. By covering an area of between five to nine square kilometers with the black material researchers estimate rainfall on an area of 40-100 square kilometers downwind. Clouds will form along a strip as wide as the black surface and up to 30 kilometers long during the hours from midday till five in the afternoon. The cost of setting up a full-size black surface would run at over 80 million Euros, about comparable to establishing a desalinization plant. The method can be applied to any dry region located in subtropical or tropical latitudes within 150 km from an ocean, sea, or large lake. Northeastern Brazil, North Africa, the Kalahari and Sahara deserts could all benefit from the method. In southeast Spain where desertification is claiming large swathes of agricultural land authorities have already shown great interest in the project. A new study indicates that work, done under the auspices of the Western Kansas Weather Modification Program, has made inroads in suppressing hailstorms, an ever-present threat for farmers and their crops. The study by the Kansas Water Office, which partially funds the weather modification program, shows a decline in crop hail insurance claims in western Kansas counties that participate in the cloud-seeding program. The program determines if pilots seed for rain enhancement or hail suppression. More seeding agent, silver iodide, is dispersed at a faster rate for hail suppression. Though weather modification has coaxed only minimal increased rainfall, hail suppression efforts were more successful. "You don't necessarily get fewer hailstorms. You get smaller hail, generally coming down as tiny hail. If you have smaller hail, there is less damage." Taxpayers in participating counties foot the bill for weather modification activities. Though some rain has fallen this year, the weather pattern already is unfavorable for weather modification, officials say. The last seven years have been so dry that it's difficult to determine if weather modification actually works. "If there are no clouds, it's bad. Technicians with the Beijing Weather Modification Office fired seven rocket shells containing 163 cigarette-size sticks of silver iodide over the city's skies on Thursday, Xinhua said. The reaction that occurred brought as much as four-tenths of an inch of rain, the heaviest rainfall this year, helping to "alleviate drought, add soil moisture and remove dust from the air for better air quality," Xinhua said. Though unusual in many parts of the world, China has been tinkering with artificial rainmaking for decades, using it frequently in the drought-plagued north. Last month, another artificial rainfall was generated to clear Beijing after the city suffered some of the fiercest dust storms this decade. Whether cloud-seeding actually works has been the subject of debate in the scientific community. In 2003, the U.S. National Academy of Sciences questioned the science behind it as "too weak." ***WATCHMAN COMMENT... WEAK? NEW ZEALAND 1944-45 Top-secret wartime experiments were conducted off the coast of Auckland to perfect a tidal wave bomb, declassified files reveal. An Auckland University professor seconded to the Army set off a series of underwater explosions triggering mini-tidal waves at Whangaparaoa in 1944 and 1945. If the project had been completed before the end of the war it could have played a role as effective as that of the atom bomb. Papers stamped "top secret" show the U.S. and British military were eager for Seal to be developed in the post-war years too. The experiments involved laying a pattern of explosives underwater to create a tsunami. The bomb was never tested on a full scale. Experimental Weather Modification Bill On Fast Track [UPDATE] U.S. Senate Bill 517 and U.S. House Bill 2995, a bill that would allow experimental weather modification by artificial methods and implement a national weather modification policy, does not include agriculture or public oversight, is on the "fast track" to be passed early in 2006. This bill is designed to implement experimental weather modification. The appointed Board of Directors established by this bill does not include any agricultural, water, EPA, or public representatives, and has no provisions for Congressional, State, County, or public oversight of their actions or expenditures. Weather Modification may adversely impact agricultural crops and water supplies. If the weather is changed in one state, region or county it may have severe consequences in another region, state or county. And who is going to decide the type of weather modification experimentation and who it will benefit or adversely impact? This experimental weather modification bill will impact residents across the United States. Many current and ongoing weather modification programs (47 listed by NOAA in 2005), including the one in Wyoming that is designed to increase the snow pack, may be diverting rainwater away from Oklahoma and Texas, two states that are currently fighting fires caused by a lack of rainfall. We have no idea what the unintended consequences of the Wyoming action or other experimental weather modification programs might be now or in the future. In addition to the experimental weather modification programs listed by NOAA, there are both private and ongoing government sponsored atmospheric testing and heating programs underway in Alaska and across the United States. Alaska Senator Stevens recently received $50 million in funding for Alaska’s atmospheric heating program. All of these unregulated, private, government, and public weather modification programs, may also have unintended synergistic effects. Senate Bill 517 does not address these issues but intends to implement more experimental weather modification programs without a national debate or public oversight. Artificial weather modification can impact all of us by reducing water supplies, changing agricultural crop production cycles, reducing crop production, and water availability. Since most experimental weather modification programs use chemicals released into the atmosphere the public could be subjected increasingly toxic or unknown substances that could adversely impact agricultural crops and trees. Trimethyl Aluminum (TMA) and barium are just two of the toxic chemicals used in recent atmospheric heating and testing programs according to NASA. The Alaska H.A.A.R.P. atmospheric heating program may have the capability of changing the Jet Stream which could also change our weather. Many private weather modification companies admit that precipitation effects may be positive or negative. Fog dispersal programs, using dry ice, liquid nitrogen, liquid propane or silver iodide may improve visibility while adversely impacting Redwood Trees along the California coast by depriving them of needed water they derive from the fog. The increasing use of varied chemicals like aluminum (coupled with increasing air pollution), can severely impact tree health by depriving trees of water and nutrients normally absorbed through their root systems. The December 2005 Popular Science Magazine discussed a plan to use an oil slick to stop hurricanes without noting the adverse environmental impacts of the oil used to cover the ocean. Popular Science also noted that a private company, Dyn-O-Mat, plans to purchase jets to drop thousands of pounds of a water absorbing chemical powder (unknown substance), into hurricanes to absorb moisture that may dissipate hurricanes. There is no agriculture oversight or public hearings to determine the consequences of this and other actions or to monitor or prevent adverse impacts of this chemical once it falls on the surface of the ocean or on land. Alaska and other areas across the United States are beginning to feel the impacts of climate change. Enormous changes are being seen in the declining health of native plant and tree communities in many areas across the United States. NASA noted in an October 2005 newsletter that increasingly persistent contrails are "trapping warmth in the atmosphere and exacerbating global warming" NASA goes on to note that: "Any increase in global cloud cover will contribute to long term changes in Earth s climate. Likewise, any change in Earth s climate may have effects on natural resources" Global dimming and persistent contrails that produce man made clouds may have serious impacts on crop production. A recent corn crop study in Illinois shows that cloud cover reduces corn crop production while direct sunlight increases production. In addition, increasing man made clouds may reduce the effectiveness of solar panels. Senate Bill 517 does not address any of these important issues. Its sole purpose is to establish an experimental weather modification policy without any agriculture or public oversight of private, military, and government programs. Without oversight or public hearings agriculture, our natural resources, and watersheds may be negatively impacted. And who will be responsible to determine the synergistic effects of these programs or pay for unintended disasters created by this experimentation. If these programs change growing seasons and interrupt the pollination process crop losses could be substantial. U.S. military wants to own the weather [update] The one-two hurricane punch from Katrina and Wilma along with predictions of more severe weather in the future has scientists pondering ways to save lives, protect property and possibly even control the weather. While efforts to tame storms have so far been clouded by failure, some researchers aren't willing to give up the fight. And even if changing the weather proves overly challenging, residents and disaster officials can do a better job planning and reacting. In fact, military officials and weather modification experts could be on the verge of joining forces to better gauge, react to, and possibly nullify future hostile forces churned out by Mother Nature. While some consider the idea farfetched, some military tacticians have already pondered ways to turn weather into a weapon. What would a military strategist gain in having an "on-switch" to the weather? Clearly, it offers the ability to degrade the effectiveness of enemy forces. That could come from flooding an opponent's encampment or airfield to generating downright downpours that disrupt enemy troop comfort levels. On the flipside, sparking a drought that cuts off fresh water can stir up morale problems for warfighting foes. Even fooling around with fog and clouds can deny or create concealment — whichever weather manipulation does the needed job. In this regard, nanotechnology could be utilized to create clouds of tiny smart particles. Atmospherically buoyant, these ultra-small computer particles could navigate themselves to block optical sensors. Alternatively, they might be used to provide an atmospheric electrical potential difference — a way to precisely aim and time lightning strikes over the enemy's head — and thereby concoct thunderbolts on demand. Perhaps that's too far out for some. But some blue sky thinkers have already looked into these and other scenarios in "Weather as a Force Multiplier: Owning the Weather in 2025" – a research paper written by a seven-person team of military officers and presented in 1996 as part of a larger study dubbed Air Force 2025. That report came with requisite disclaimers, such as the views expressed were those of the authors and didn't reflect the official policy or position of the United States Air Force, Department of Defense, or the United States government. Furthermore, the report was flagged as containing fictional representations of future situations and scenarios. On the other hand, Air Force 2025 was a study that complied with a directive from the chief of staff of the Air Force "to examine the concepts, capabilities, and technologies the United States will require to remain the dominant air and space force in the future." "Current technologies that will mature over the next 30 years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale," the authors of the report explained. "Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather-modification ability into a capability." The report on weather-altering ideas underscored the capacity to harness such power in the not too distant future. "Assuming that in 2025 our national security strategy includes weather-modification, its use in our national military strategy will naturally follow. Besides the significant benefits an operational capability would provide, another motivation to pursue weather-modification is to deter and counter potential adversaries," the report stated. "The technology is there, waiting for us to pull it all together," the authors noted. In 2025, the report summarized, U.S. aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. "Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures," the report concluded. They can cause earthquakes After World War II, nothing seemed too far-fetched for science, not once the atom was split and, again, not once men stepped on the moon. In one of the most enduring efforts, still alive but hardly about to happen, man thought he could seed clouds, make it rain reliably and put a stop to devastating drought. The effort continues, especially in China; there, rockets, anti-aircraft guns and aircraft regularly pelt the sky with chemicals. The results so far: China has lots of experience, but limited success, in making the rains come. If humans are inexorably warming the globe, they've proved unable to fine-tune the mega forces to their benefit. They can cause earthquakes, little ones, by injecting fluids into deep wells, filling huge reservoirs with water or setting off nuclear explosions, but they can't prevent any, says the U.S. Geological Survey. Any notion of "lubricating" tectonic plates to relieve destructive tension would only make things worse, if it made any difference. Earthquakes can't be forecast, either. Danger zones and long-term probabilities can be surmised, but "there currently is no accepted method to accomplish the goal of predicting the time, place and magnitude of an impending quake," the survey says. The idea of hauling icebergs to hurricane-prone waters to cool things off did not fly. Research continues on trying to fool hurricanes into thinking they're over land. One trick being tested: coating the ocean with a thin, biodegradable, oily film to deny a hurricane the evaporation that feeds its fury, in essence mimicking conditions after landfall. One of the responses to Hurricane Katrina was decidedly lower tech: Civil engineers proposed putting up old-fashioned air raid sirens so people would know to get away. The belief persists that humans will someday be able to dial up a thunderstorm at will, tweak the jet stream to avoid floods and starve a tornado of its energy once it starts spinning. Such faith is reflected in a decade-old report done for the U.S. Air Force, on the possibilities of modifying the weather for military advantage. The study suggested extreme examples of made-to-order weather, such as steering severe storms to particular areas or achieving large-scale climate change, were beyond reach over the next 30 years. But kicking up fog, rain and clouds was considered doable in that time. The Air Force said later it did not plan to meddle with Mother Nature. New evidence suggests US & Russia are embroiled in an illegal race to harness the power of hurricanes & earthquakes 1973 - THE huge mushroom cloud soared skywards, the captain was gripped by fear, believing his plane was about to be engulfed by the fall-out from a nuclear explosion. After declaring mayday and ordering his crew to don oxygen masks, the experienced pilot had the presence of mind to record that the cloud measured an estimated 200 miles in diameter and was tipped by an eerie light, like nothing he had seen before. Eventually, it soared harmlessly into the atmosphere, leaving the passenger jet to continue safely on its journey from Anchorage, in Alaska, to Tokyo. But far below, a fleet of fishing boats trawling the sea between Japan and the Soviet Union was drenched by a violent but short-lived downpour before the weather suddenly cleared. Nuclear tests and volcanic activity were later ruled out but scientists concluded that this was not a natural phenomenon. More than two decades later suspicion still exists that the stunned airline crew and fishermen in 1973 were witnessing a sinister Cold War experiment, in which water from the Sea of Japan was blown into the air to create clouds and rain. British government papers, just released by the National Archives, show that throughout the Seventies there was deep mistrust between the two superpowers over environmental warfare. The documents reveal that both the US, which led the field, and the Soviet Union had secret military programmes with the goal of controlling the world's climate. "By the year 2025 the United States will own the weather, " one scientist is said to have boasted. Since then, a United Nations treaty has been signed which bans environmental warfare, such as causing earthquakes, melting the polar ice caps and altering climate. But some experts believe that clandestine work to create the ultimate weapon of mass destruction continues. These claims are dismissed by sceptics as wild conspiracy theories and the stuff of James Bond movies but there is growing evidence that the boundaries between science fiction and fact are becoming increasingly blurred. The Americans now admit that they invested L12million over five years during the Vietnam war on "cloud seeding" - deliberately creating heavy rainfall to wash away enemy crops and destroy supply routes on the Ho Chi Minh trail, in an operation codenamed Project Popeye. It is claimed that rainfall was increased by a third in targeted areas, making the weather-manipulation weapon a success. At the time, government officials said the region was prone to heavy rain. However this sort of rain-making experiment was nothing new. In Britain, it has been alleged that before the devastating Lynmouth floods in Devon in 1952, the RAF had been conducting secret rain-making tests. Aircraft showered clouds with silver iodide, on which water droplets formed, became heavy and eventually fell to the ground as rain. In the next 12 hours nine inches of rain fell - 250 times the normal amount for August - and 35 people were killed. Former North Devon MP Tony Speller, then a 22-year-old soldier who helped in the relief effort, sought answers from the MoD. "I have no doubt they were seeding in the area because there were RAF log books to prove it, " he says now. "Of course the MoD denied any knowledge but that is not to say it did not happen." Speller, now 76, adds: "I doubt we will ever know the truth." Early work on climate control was crude and unpredictable but it is claimed that both the Americans and Russians continued to experiment behind closed doors even after the UN ban in the mid-Eighties, and both now possess sophisticated systems which are capable of controlling the weather - with potentially devastating results. Michel Chossudovsky, professor of economics at the University of Ottawa in Canada, who has studied official military documents about HAARP, is in no doubt that the weapon is ready. "There are very clear statements by the US Air Force to the effect that weather modification technology is available. HAARP will be fully operational by next year and could be used in actual military situations, " he says. "To claim this system has any nonmilitary purposes is twisting the truth. I don't think there are any peaceful applications - it is a weapon of mass destruction, capable of major climatic disturbance. Part of the beauty is that the enemy might never know that a weapon had been used. I believe the UN agreement is certainly being violated." He claims that at least one British firm has been involved in its development. "It is time people began focusing on these weapons instead of concentrating solely on global warming, " Chossudovsky adds. "Both are a serious threat." The Russians are thought to have their own "weather steering" system, called Woodpecker, involving the transmission of low-frequency waves which are capable of disrupting the atmosphere and altering the path of the jet stream. It is claimed that a prolonged drought in California in the Eighties was caused by the blocking of warm, moist air for many weeks. According to Damian Wilson, a physicist with the Met Office, controlling climate is a reality but not a precise science. "Clearing fog by dropping dry ice into clouds is a proven technique which has been around for decades, " he says. "Large amounts of research have been invested in seeding clouds to generate rain and it is done in countries where there are water shortages. The problem is that it is unpredictable and you need clouds to start with. The technology does not exist to make rain fall from clear blue skies so it cannot be used in the desert to end droughts and famines." WILSON believes it is possible to alter the course of a hurricane, which could have enormous life-saving potential. The current mayhem in the Caribbean and America's Eastern seaboard also shows what a destructive weapon a well-targeted storm could prove. The Americans used cloud seeding to try to control a hurricane in 1947 but the tactic backfired when it picked up strength and hit Savannah, Georgia. It is known that the US carried out further hurricane-manipulation experiments between 1962 and 1983, under the codename Project Stormfury, after it was calculated that a single hurricane contained as much energy as all the world's power stations combined. More recent projects have involved pouring tens of thousands of gallons of vegetable oil on to the sea. "Hurricanes gather their strength from the warm sea surface, " says Wilson. "By spreading a large film of oil on the sea it would reduce the intensity by cooling the surface. In theory it is possible to change the path of the hurricane this way. It would not surprise me if military research into controlling the weather goes on. As we suffer more summer droughts in the south-east of England I would also expect to see pressure for cloud seeding to be introduced in this country." It is not just the weather that has attracted the attention of the military. Scientists have also researched ways of triggering earthquakes. By setting off small quakes, pressure could be released and a disaster averted. But military scientists believe it is also possible to direct powerful energy beams into vulnerable fault zones, causing the Earth's plates to shift, creating a massive earthquake. Along fault lines beneath the oceans, the same technology could be used to launch devastating tsunamis. Part of the problem in banning experiments involves agreeing a definition of what environmental warfare is. It has been argued that the famous Dambusters mission during the Second World War, when bouncing bombs were used to flood the German industrial heartland, were a form of environmental warfare. Half a century later, the threat is still being taken sufficiently seriously. Former US defence secretary William Cohen warns: "Terrorists are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes and volcanoes remotely through the use of electromagnetic waves. It's real, and that's the reason why we have to intensify our efforts." Owen Greene, director of research at Bradford University's department of Peace Studies, believes efforts are continuing in secret to develop weapons that harness nature. "There is so much money within the Pentagon that it would surprise me if they were not looking into it, " he says. "I suspect it is going on in both the US and Russia. You can't stop people researching the weather. As for earthquakes, you don't even need to spend money on active military programmes because there is so much other work going on which could easily be adapted. Some of the ideas are quite credible." Another defence source says: "The risk is that by fooling around with nature, we may unleash irreversible damage and change our entire planet's atmosphere." Hyperactive disorder drug 'raises risk of suicidal thoughts in children' A drug taken by 15,000 children in the UK has been found to increase the risk of suicidal thoughts, the Government's medicines safety watchdog says. Strattera, which is manufactured by Lilly and is used to treat attention deficit and hyperactive disorder (ADHD), was licensed in the UK in July 2004. Yesterday's warning was issued by the Medicines and Healthcare Regulatory Agency (MHRA), which said it would re-examine the risks and benefits of the drug. It follows the finding of an increased risk of suicide in children and young people taking antidepressants called Selective Serotonin Re-uptake Inhibitors (SSRIs). All SSRIs except Prozac were banned in children by the MHRA in December 2003. June Raine, the director of medicines post-licensing at the MHRA, said: "We are advising healthcare professionals that patients should be carefully monitored for signs of depression, suicidal thoughts or suicidal behaviour and referred for alternative treatment if necessary. "Children who are doing well on the medication should continue their treatment. Those who experience any unusual symptoms, or are concerned, should speak to their doctor to discuss the best course of action." Strattera is approved for use in children aged six and over. The heightened suicide risk emerged following a review of all clinical trial data in the US. In a statement, Lilly said there had been six reports of suicidal thoughts and behaviour out of 1,357 patients - a rate of 0.44 per cent. There had been no suicides, the company said. The important debate on global warming under UN auspices provides but a partial picture of climate change; in addition to the devastating impacts of greenhouse gas emissions on the ozone layer, the World's climate can now be modified as part of a new generation of sophisticated "non-lethal weapons." Both the Americans and the Russians have developed capabilities to manipulate the World's climate. In the US, the technology is being perfected under the High-frequency Active Aural Research Program (HAARP) as part of the ("Star Wars") Strategic Defence Initiative (SDI). Recent scientific evidence suggests that HAARP is fully operational and has the ability of potentially triggering floods, droughts, hurricanes and earthquakes. From a military standpoint, HAARP is a weapon of mass destruction. Potentially, it constitutes an instrument of conquest capable of selectively destabilising agricultural and ecological systems of entire regions. While there is no evidence that this deadly technology has been used, surely the United Nations should be addressing the issue of "environmental warfare" alongside the debate on the climatic impacts of greenhouse gases.
-------------------------------------------------------------------------------- Despite a vast body of scientific knowledge, the issue of deliberate climatic manipulations for military use has never been explicitly part of the UN agenda on climate change. Neither the official delegations nor the environmental action groups participating in the Hague Conference on Climate Change (CO6) (November 2000) have raised the broad issue of "weather warfare" or "environmental modification techniques (ENMOD)" as relevant to an understanding of climate change. The clash between official negotiators, environmentalists and American business lobbies has centered on Washington's outright refusal to abide by commitments on carbon dioxide reduction targets under the 1997 Kyoto protocol.1 The impacts of military technologies on the World's climate are not an object of discussion or concern. Narrowly confined to greenhouse gases, the ongoing debate on climate change serves Washington's strategic and defense objectives. "WEATHER WARFARE" World renowned scientist Dr. Rosalie Bertell confirms that "US military scientists are working on weather systems as a potential weapon. The methods include the enhancing of storms and the diverting of vapor rivers in the Earth's atmosphere to produce targeted droughts or floods."2 Already in the 1970s, former National Security advisor Zbigniew Brzezinski had foreseen in his book "Between Two Ages" that: "Technology will make available, to the leaders of major nations, techniques for conducting secret warfare, of which only a bare minimum of the security forces need be appraised... [T]echniques of weather modification could be employed to produce prolonged periods of drought or storm." Marc Filterman, a former French military officer, outlines several types of "unconventional weapons" using radio frequencies. He refers to "weather war," indicating that the U.S. and the Soviet Union had already "mastered the know-how needed to unleash sudden climate changes (hurricanes, drought) in the early 1980s."3 These technologies make it "possible to trigger atmospheric disturbances by using Extremely Low Frequency (ELF) radar [waves]." 4 A simulation study of future defense "scenarios" commissioned for the US Air Force calls for: "US aerospace forces to 'own the weather' by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary... In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels. 5 THE HIGH-FREQUENCY ACTIVE AURAL RESEARCH PROGRAM (HAARP) The High-Frequency Active Aural Research Program (HAARP) based in Gokoma Alaska --jointly managed by the US Air Force and the US Navy-- is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory's Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating "controlled local modifications of the ionosphere". Scientist Dr. Nicholas Begich --actively involved in the public campaign against HAARP-- describes HAARP as: "A super-powerful radiowave-beaming technology that lifts areas of the ionosphere [upper layer of the atmosphere] by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead." 6 Dr. Rosalie Bertell depicts HAARP as "a gigantic heater that can cause major disruption in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet."7 MISLEADING PUBLIC OPINION HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP's main objective is to "exploit the ionosphere for Department of Defense purposes." 8 Without explicitly referring to the HAARP program, a US Air Force study points to the use of "induced ionospheric modifications" as a means of altering weather patterns as well as disrupting enemy communications and radar.9 According to Dr. Rosalie Bertell, HAARP is part of an integrated weapons' system, which has potentially devastating environmental consequences: "It is related to fifty years of intensive and increasingly destructive programs to understand and control the upper atmosphere. It would be rash not to associate HAARP with the space laboratory construction which is separately being planned by the United States. HAARP is an integral part of a long history of space research and development of a deliberate military nature. The military implications of combining these projects is alarming. The ability of the HAARP / Spacelab/ rocket combination to deliver very large amount of energy, comparable to a nuclear bomb, anywhere on earth via laser and particle beams, are frightening. The project is likely to be "sold" to the public as a space shield against incoming weapons, or, for the more gullible, a device for repairing the ozone layer. 10 In addition to weather manipulation, HAARP has a number of related uses: "HAARP could contribute to climate change by intensively bombarding the atmosphere with high-frequency rays... Returning low-frequency waves at high intensity could also affect people's brains, and effects on tectonic movements cannot be ruled out. 11. More generally, HAARP has the ability of modifying the World's electro-magnetic field. It is part of an arsenal of "electronic weapons" which US military researchers consider a "gentler and kinder warfare". 12 WEAPONS OF THE NEW WORLD ORDER HAARP is part of the weapons arsenal of the New World Order under the Strategic Defense Initiative (SDI). From military command points in the US, entire national economies could potentially be destabilized through climatic manipulations. More importantly, the latter can be implemented without the knowledge of the enemy, at minimal cost and without engaging military personnel and equipment as in a conventional war. The use of HAARP -- if it were to be applied-- could have potentially devastating impacts on the World's climate. Responding to US economic and strategic interests, it could be used to selectively modify climate in different parts of the World resulting in the destabilization of agricultural and ecological systems. It is also worth noting that the US Department of Defense has allocated substantial resources to the development of intelligence and monitoring systems on weather changes. NASA and the Department of Defense's National Imagery and Mapping Agency (NIMA) are working on "imagery for studies of flooding, erosion, land-slide hazards, earthquakes, ecological zones, weather forecasts, and climate change" with data relayed from satellites. 13 POLICY INERTIA OF THE UNITED NATIONS According to the Framework Convention on Climate Change (UNFCCC) signed at the 1992 Earth Summit in Rio de Janeiro: "States have in accordance with the Charter of the United Nations and the principles of international law, the responsibility to ensure that activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond the limits of national jurisdiction." 14 It is also worth recalling that an international Convention ratified by the UN General Assembly in 1997 bans "military or other hostile useof environmental modification techniques having widespread, long-lasting or severe effects."15 Both the US and the Soviet Union were signatories to the Convention. The Convention defines "'environmental modification techniques' as referring to any technique for changing--through the deliberate manipulation of natural processes--the dynamics, composition or structure of the earth, including its biota, lithosphere, hydrosphere and atmosphere or of outer space." 16 Why then did the UN --disregarding the 1977 ENMOD Convention, as well as its own charter, decide to exclude from its agenda climatic changes resulting from military programs? EUROPEAN PARLIAMENT ACKNOWLEDGES IMPACTS OF HAARP In February 1998, responding to a report of Mrs. Maj Britt Theorin --Swedish MEP and longtime peace advocate--, the European Parliament's Committee on Foreign Affairs, Security and Defense Policy held public hearings in Brussels on the HAARP program.17 The Committee's "Motion for Resolution" submitted to the European Parliament: "Considers HAARP by virtue of its far-reaching impact on the environment to be a global concern and calls for its legal, ecological and ethical implications to be examined by an international independent body...; [the Committee] regrets the repeated refusal of the United States Administration... to give evidence to the public hearing into the environmental and public risks [of] the HAARP program." 18. The Committee's request to draw up a "Green Paper" on "the environmental impacts of military activities", however, was casually dismissed on the grounds that the European Commission lacks the required jurisdiction to delve into "the links between environment and defense". 19 Brussels was anxious to avoid a showdown with Washington. FULLY OPERATIONAL While there is no concrete evidence of HAARP having been used, scientific findings suggest that it is at present fully operational. What this means is that HAARP could potentially be applied by the US military to selectively modify the climate of an "unfriendly nation" or "rogue state" with a view to destabilizing its national economy. Agricultural systems in both developed and developing countries are already in crisis as a result of New World Order policies including market deregulation, commodity dumping, etc. Amply documented, IMF and World Bank "economic medicine" imposed on the Third World and the countries of the former Soviet block has largely contributed to the destabilization of domestic agriculture. Antimatter-powered probes to Alpha Centauri? No problem. Robotic armada to destroy incoming asteroids? Pal, just sign on the dotted line. Weather control seemed downright down to earth in comparison. Hoffman is now wrapping up his half-million-dollar study for NIAC. But the agency is continuing to bankroll concepts for a future decades away. With his award, Hoffman tweaked a weather-prediction program to show that moving a hurricane was possible -- at least in theory. Here's how: You need a ring of satellites in orbit, channeling the sun's energy, stretching around the Earth. The machines would beam power to the planet, using microwaves. But, tuned to 183 GHz, they could also heat up small regions of the atmosphere by a degree or two. Those small changes could have enormous impact, Hoffman's simulation showed. A deadly hurricane, headed for the Hawaiian island of Kauai, drifted off into the Pacific, harmlessly. Such a system is decades off -- if it ever happens at all.
